ABOUT THE POSITION

The County of Riversides TLMA Transportation Department is seeking a Senior Civil Engineer. This role will support the Construction Inspection Division located in Riverside, CA.

Assigned to the Capital Improvement Project (CIP) Inspections team, the Senior Civil Engineer will plan, organize and direct the work of an engineering team; coordinate the work of the unit with that of other units, sections or agencies; supervise, review and perform highly complex engineering work; and perform other related duties as required.

The Senior Civil Engineer will have full responsibility for a specific unit or team engaged in engineering activities. These duties require not only a high degree of technical engineering proficiency, but also the ability to plan, organize, and supervise the work of others. The incumbent may also be responsible for managing roadway improvement projects, including ensuring compliance with State and County design standards, meeting project deadlines and schedule commitments, monitoring expenditures and budgets, overseeing quality assurance, managing assignments, resolving disputes, and coordinating with other functional units and agencies.

The Department desires candidates who possess, or are interested in obtaining, Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP) certifications. Highly competitive candidates will also possess experience managing or overseeing CIP inspections, experience serving as a Project Manager, Public Works experience, and experience working with Caltrans construction principles.

The ideal candidate will possess knowledge of the principles and practices of engineering, particularly as they apply to traffic and highway safety, transportation planning, highway design, flood control, construction, and maintenance; the characteristics and behavior of various construction materials; environmental monitoring programs; State and federal standards related to public works design and construction; engineering economics; and the principles and techniques of engineering administration, personnel management, and budgeting.

Meet the Team!

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.

EXAMPLES OF ESSENTIAL DUTIES

  • Plan, organize, direct, and review the work of a unit engaged in a major phase of public works engineering; determine priorities for assigned projects.
  • Supervise engineers and technicians or directly undertake construction quantity estimates, and contract documents in connection with the construction or maintenance of a variety of engineering projects including access roads, remediation projects, and closures.
  • Oversee construction and surveying of various Capital Improvement Projects; review, evaluate, recommend, and/or approve proposals involving public works projects.
  • Personally work on the more difficult engineering tasks; write specifications for unique or special aspects of work being performed.
  • Review grading, building and structure plans for conformity to uniform building codes, local ordinances, applicable state and federal regulations, and administrative policies.
  • Direct the inspection of contract or other construction work and enforce conformity to plans and specifications and to construction standards.
  • Prepare and administer major construction projects, traffic control plans at the construction projects and enforce safety compliance; oversee regulatory compliance programs such as groundwater and landfill gas monitoring, NPDES compliance, leachate and condensate management, and gas to energy projects.
  • Direct field changes on construction projects within the limits of the design and cost restrictions; administer assigned budgets, prepare budget requests and control expenditures.
  • Oversee and manage engineering tasks performed by outside consultants.

MINIMUM QUALIFICATIONS

Experience: Four years of professional civil engineering experience, including two years in either

1) traffic engineering;

2) the planning, design and construction of highway or flood control projects; or

3) the review and approval of grading or structural plans for permit issuance.

Other Requirements

License: Possession of a valid California Drivers License is required. This position involves travel to various locations throughout the county to conduct site visits.

Certificate: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

Knowledge of: The principals and practices of engineering especially as they apply to traffic, transportation planning, sanitary landfill, highway, flood control, or water conservation construction and maintenance; engineering mathematics; the characteristics and behavior of various construction materials; environmental monitoring and installation of gas extraction systems at sanitary landfills; state and federal standards concerning public works design and construction; engineering economics; the principles and techniques of engineering administration, personnel management and budgeting.

Ability to: Plan, organize and direct the work of an engineering unit; lay out and supervise the work of professional engineers; perform or review difficult engineering calculations; prepare or direct the preparation of complex plans and specifications, and comprehensive technical reports; perform difficult technical research to analyze situations accurately, and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans of public works projects; establish and maintain cooperative working relationships with others.

Physical/Environmental Conditions/Requirements

The Senior Civil Engineer will:

  • Walk over uneven outdoor terrain and work in a variety of environmental conditions.
  • Be exposed to a variety of weather elements (e.g., high temperatures, rain) and local wildlife while performing field duties.
  • Carry and operate field equipment, such as survey instruments, and transport material samples from job sites to the materials laboratory.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.

Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
