SUMMARY: The Senior Clinical Quality Improvement Manager is responsible for planning, coordinating, monitoring, and improving clinical care and outcomes at one or more facilities at Alameda Health System. The position is responsible for leading multiple large scale, local or organization-wide, clinical quality improvement initiatives. This role combines the clinical expertise required to change practice with the leadership skills to influence clinical processes, systems, and outcomes. This position will examine existing models of care delivery to identify opportunities for systems-based improvements grounded in evidence, best practices, regulatory and accrediting agency requirements, and data analysis of high risk, high volume and/or problem prone processes. This position is responsible for negotiating timelines and priorities for projects, coordinating action plans, and monitoring/analyzing results for projects that are consistent with the organization's strategic goals and imperatives.

DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.

1. Tracks outcomes, disseminates data and designs dashboards, communicates shared learnings, and ensures sustainability of systems quality initiatives by participating in several high priority quality committees across facilities

2. Actively coaches the health system staff and leaders how to continuously raise the standards of excellence in patient safety, quality, and patient experience by advocating for best practice and evidence-based medicine in patient care

3. Partners with medical informatics to design safe, high quality workflows

4. Performs, coordinates, and facilitates quality improvement, patient safety activities, and physician peer review initiatives for assigned areas to achieve organization goals, working collaboratively with physicians and staff.

5. Provides expertise in the interpretation, implementation, and maintenance of regulatory standards (e.g., Joint Commission, CMS, Title 22).

6. Performs data analysis in collaboration with Analytics team and engages clinicians in data interpretation to drive actions based on data-driven insights

7. Participates in the development of meaningful dashboards and other innovative data visualization tools to track process and outcome measures.

8. Facilitates consensus development among clinician and staff about standard best practice and in collaboration with process owners establishes strategies for minimizing variation around established best practice.

9. Leads the identification of systems-based improvement opportunities and solutions to improve quality and safety of patient care

10. Appropriately uses quality improvement tools and methodology, such as PDSA, Lean, Six Sigma, and Statistical Process Control Analysis on a large scale, organization-wide interventions.

11. Stays abreast of inpatient and outpatient quality measures receiving external visibility and attention (e.g. CMS, Medical, HealthGrades, US News & World Report, HEDIS).

12. Provides leadership to assigned areas including participation or facilitation of committees or workgroups.

13. Partners and communicates effectively with clinical care teams to improve quality.

MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Education: Bachelor’s degree in a clinical or healthcare related field.

Minimum Experience: Five years of experience working in a healthcare setting within a Quality or Clinical area is required. Experience managing projects independently and as part of a team.

Preferred Licenses/Certifications: Certified Professional in Healthcare Quality (CPHQ);Valid Registered Nurse license in the State of California.

Pay Range: $64.84 - $108.07 / Hour

The pay range for this position reflects the base pay scale for the role at Alameda Health System. Final compensation will be determined based on several factors, including but not limited to a candidate’s experience, education, skills, licensure and certifications, departmental equity, applicable collective bargaining agreements, and the operational needs of the organization. Alameda Health System also offers eligible positions a generous comprehensive benefits program.
