About the Role and Responsibilities
The State of Wisconsin is looking for a Senior COBOL Mainframe Programmer to work on high-profile mainframe application projects within the Child Care Child Welfare (CCCW) section. The ideal candidate will work as part of a team to develop and enhance mainframe applications using technologies such as COBOL and DB2 databases.
Responsibilities:
- Provide technical solutioning on complex eligibility applications and its architecture
- Work closely with the project lead and management to understand and prioritize project tasks
- Solve complex technical problems
- Understand business objectives and problems
- Develop process documents and flowcharts, design, code, unit/integration test and deploy using mainframe tools and technologies
- Collaborate with analysts, QA, and business users to gather requirements and deliver solutions
- Conduct code reviews and participate in unit and smoke testing
- Create and maintain technical documentation, database models, and system architecture diagrams
- Provide post-production support and resolve system issues in a timely manner

Requirements:
- 10+ years of experience in COBOL mainframe development practices
- 10+ years of experience in Structured Query Language (SQL)
- Strong customer service and relationship management experience
- Analysis and Design of Mainframe Applications
- Analytical/problem-solving skills
- Advanced structured analysis, design, and application development for online and batch applications using COBOL/JCL/DB2/MVS Mainframe Systems

- 3+ years of experience in Web Environment - W2K web/applications servers, C#, DB2 Connect, SQL Server, ASP.Net Core, TypeScript, Web API, or REST services
- 3+ years of experience in Business knowledge of state-run welfare program
- 3+ years of experience in State of Wisconsin Privacy Regulations

Work Environment and Culture
Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. The position is currently remote within the state of wisconsin, but the position status is subject to change. Local Madison candidates preferred The candidate should be prepared to come onsite if required.
