Job Description:
Our client, a large New England gas and electric utility, is seeking a Senior Engineer to support regulatory compliance programs across its Client and Liquefied Petroleum Gas (LPG) facilities in Massachusetts and Connecticut. Reporting to the Client/LPG Compliance Lead, this role acts as project leader on assignments requiring mastery of the compliance requirements that govern the design, construction, operation and maintenance of Client and LPG facilities, with primary emphasis on 49 CFR Part 193 and NFPA 59A, and takes a lead role in developing, implementing and maintaining the group's governance, risk management and compliance program.

Fully onsite, based in Hopkinton, MA, with 25 to 35 percent travel to plant sites across MA and CT (typically one facility per day). Standard 8-hour days, generally 8:00 to 4:30 but flexing to plant needs (starts as early as 7:00 am). One-year contract with the intent to extend or convert to a permanent position.

Responsibilities

  • Support development and review of policies, procedures, projects and programs for conformance with company standards and federal, state and local regulations and industry codes.
  • Review and interpret applicable regulations and codes (49 CFR Part 193, NFPA 59A and related standards) and ensure all work complies.
  • Conduct regular risk assessments across the Client/LPG organization, identify vulnerabilities and develop mitigation strategies.
  • Monitor changes in regulatory requirements and industry standards and drive timely updates to the compliance program.
  • Conduct compliance audits, assessments and gap analyses; develop remediation plans and see them through.
  • Inspect and audit programs, policies and work practices; produce summary reports of findings and recommended corrective actions.
  • Lead collection of compliance documentation from plant supervisors and stakeholders for regulatory filings and information requests.
  • Review state and federal agency audit findings and recommend changes to internal procedures and compliance manuals.
  • Coordinate and manage third-party vendors performing assessments, audits, certifications or consulting.
  • Interface with regulatory agencies; coordinate inspections and follow-up.
  • Provide guidance to stakeholders on risk management, compliance requirements and code interpretation; mentor junior staff and review their work.
  • Gather and present lessons learned and industry experience to improve safety, reliability and compliance.

Required Qualifications

  • Bachelor's degree in engineering (technical discipline preferred).
  • 8 or more years of directly related experience in engineering, operations, law or compliance, with extensive knowledge of federal, state and local regulations and industry codes applicable to gas or Client/LPG facilities.
  • Working knowledge of 49 CFR Part 193 and NFPA 59A, including security, safety, training, maintenance and operations requirements for Client facilities.
  • Strong ability to read drawings and understand complex plant processes.
  • Demonstrated leadership, coordination and task management; self-motivated and able to act independently with minimal oversight.
  • Excellent oral and written communication, including presentations; able to work effectively with plant operations, business units, external stakeholders and regulators.
  • Strong ability to establish a culture of safety and compliance.
  • Proficiency with standard computer applications.
