The Senior Compliance Manager provides leadership on regulatory and contract compliance functions for projects across the country. By managing a team of compliance professionals, the Sr. Compliance Manager ensures that projects are successful in complying with the regulations applicable to each project. This role is based out of our McLean, VA office, with regular time spent on job sites primarily in the Mid-Atlantic area and occasional travel to other regions.

Responsibilities

  • Manage compliance with applicable Federal, State, and Local regulations on each project
  • Supervise a national team responsible for regulatory compliance, including all elements of performance management, training and development, and work assignment management
  • Collaborate with project team leadership to close out any non-compliant findings related to the review of project compliance documentation (ex. Certified Payroll, Daily Reports, Small Business Plans, etc..)
  • Collaborate with both project team and corporate leadership on process improvements and issue resolution related to project compliance
  • Assess company policies and procedures to draft and implement changes as needed
  • Lead resolution of complex regulatory issues and/or investigations
  • Maintain confidentiality and compliance with controlled access to sensitive information
  • Quickly resolve all Internal and External Audit report findings
  • Resolve disputes with executive leadership of trade partners and government clients with minimal supervision, and negotiate positive outcomes in a professional manner
  • Create and present training on a variety of regulations to internal staff and trade partners

Basic Qualifications

  • Bachelor’s degree is preferred with 5+ years of relevant experience
  • Experience in managing a large cross-functional team, including effective performance management and employee training and development
  • Ability to understand and apply complex regulatory and contract requirements
  • Strong leadership and mentoring skills
  • Ability to work under pressure in a fast-paced team environment
  • Highly motivated individual with strong organizational and time management skills
  • Skilled communicator with excellent oral and written communication skills
  • Careful attention to detail and reliability of output
  • Advanced conceptual thinking in complex or new situations
  • Experience managing compliance, including legal research and internal investigations

Preferred Qualifications

  • Legal or regulatory management background
  • Experience with regulatory programs within the context of the construction industry (including prevailing wage law, Small Business and Employment Opportunity programs,
  • Experience with construction regulatory compliance software (such as LCPTracker or similar software)
  • Knowledge of federal contracting requirements

The work environment and requirements described below are representative of those necessary for an employee to successfully perform the essential functions of this role. 

The Physical Side of the Role: This is an active, hands-on role. You can expect to be on your feet frequently, navigating active job sites with uneven terrain, stairs, ladders, and hoists. The work is physically demanding and requires a full range of motion, including bending, kneeling, and reaching. You’ll need to be comfortable frequently lifting and carrying materials up to 25 pounds, and occasionally up to 50 pounds. This role requires the ability to communicate effectively, as well as visual acuity for reading plans and inspecting work. The role does include desk time in the office that may require prolonged periods of sitting for tasks like computer work, document review, and meetings.

Your Work Environment: You’ll spend a significant amount of your time on active construction sites, which means being adaptable to all kinds of weather and moderate to loud noise levels, and comfortable in elevated or confined work areas with moving mechanical equipment and with the fast-paced nature of a project in progress. You will also spend time in a typical office setting with moderate noise levels. Clark offers a total compensation package that includes base salary, bonus potential, and a comprehensive benefits package including health/dental/vision benefits, paid time off, retirement/401k, and Company Contribution plan. For this role the base salary range is $100,000-$200,000. Compensation may vary outside of this range depending on a number of factors, including a candidate’s education, experience, skills, and geographic location. Base pay is one part of the Total Compensation Package that is provided to compensate and recognize employees for their work.
