Senior Construction Inspector

JOB SUMMARY

The incumbent under direction of the Construction Coordinator is responsible for performing construction inspections to assure that projects are in compliance with city standards.

ESSENTIAL DUTIES/RESPONSIBILITIES Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director.

• Perform construction inspection and related administrative functions to assure that construction is performed in accordance with plans and specifications to include coordination of quality control testing, daily job records, payment estimates, as-built data and coordination with other departments and related activities.
• Perform periodic inspection of subdivision work to include periodic review of construction progress and verification of compliance with city standards, conformance with approved plans and specifications, review of test data, and verification of as-built information submitted by engineers and other departments.
• Assist in maintenance of engineering records and plans drawings and aid technicians in preparing and construction As Built record drawings. Coordinate field changes with engineers, contractors and utility coordinator. Meet with engineers and city personnel for project kickoff and final construction review at the end of each city project. Assist in technical review of plans, specifications and preparation of pay requests.
• Perform calculations including reduction of field notes, determination of quantity payments and preparation of monthly cost estimates and final payment.
• Perform field surveys to obtain data for layout of improvements. Observe field tests for water system tests to include fire hydrant flow and pressure testing of water systems. Observe field layout of sanitary sewer lines to include bedding materials and manhole/inlet inverts. Observe field tests for sanitary sewer manhole pressure tests, CIPP installation and various rehabilitation methods.
• Meet with citizens to resolve citizen inquires and complaints. Convey findings and recommendations to city personnel, contractors and Answer citizen questions and complaints pertaining to CIP and engineering department projects.
• Provide instruction, clarification and supplemental training to inspectors. Assist other inspectors as necessary to provide support and training.
• Perform all related responsibilities as required or assigned.
• Assist department personnel in miscellaneous task. Able to react to change in a productive manner and handle other essential duties as assigned.
• Follow City and Utility Department safety practices and guidelines at all times, including wearing proper personal protective/safety equipment.

QUALIFICATION REQUIREMENTS

Minimum Qualifications

• High School Diploma or GED
• Ability to interpret construction plans and specifications
• Three (3) years construction and/or inspection experience of public works facilities including streets, drainage, land development, water & wastewater systems; Five (5) years for Sr. Construction Inspector
• Must hold or be able to obtain within one year, NASSCO Manhole and Pipe Rehabilitation certification for Sr. Construction Inspector
• Possess a valid driver's license

Preferred Qualifications

• Associates Degree in Construction Technology or related field
• Ten (10) years construction and/or inspection experience of public works facilities including streets, drainage, land development, water & wastewater systems

OTHER SKILLS AND ABILITIES

• Knowledge of rights-of-way, easements and legal descriptions
• Knowledgeable in the use of personal computers
• Oral communication skills to allow for effective coordination and contact with contractors, engineers and general public

POSITION DESIGNATIONS

This position is not designated as essential during inclement weather events. City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position. This position is not able to work remotely.

This position does have the potential to drive as part of their regular job duties.

This position is designated as a safety/security sensitive position and is subject to random DOT drug and alcohol screenings and/or non-DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result in injury or death of another person).

While performing the duties of this job, the employee must frequently stand, walk, talk and hear. Occasionally sit, stoop, kneel, crouch or crawl and use hands to finger, handle or feel objects. The incumbent must also reach with hands and arms. Specific vision abilities required by this job include close color & peripheral vision. Work is primarily outside requiring walking and standing for extended periods. Work is within street and utility rights-of-way and around heavy machines involving traffic and personal safety hazards.

Occasional extended hours, weekends and holiday work may be required depending on the construction schedules.

The employee is occasionally required to lift up to 50 pounds.

While performing the duties of this position the incumbent is exposed to outdoor weather conditions and wet, humid conditions (non-weather). The employee works in conditions such as, near moving mechanical parts, construction equipment and in high precarious places, is at risk of electrical shock and vibration.

The incumbent may occasionally be exposed to fumes or airborne particles and toxic or caustic chemicals as may be present at a treatment facility or construction site.

The noise level in the work environment is usually moderate to very loud.
