Position/Project Overview: 

Project Solutions Inc. is seeking a Senior Construction Representative to support the U.S. Army Corps of Engineers (USACE) on the Old Hickory Turbine Generator Rehabilitation project at the Old Hickory Project Office in Hendersonville, Tennessee. This role will provide independent quality assurance oversight of complex industrial construction activities, ensuring the construction contractor's work complies with contract drawings, specifications, applicable safety regulations, and USACE quality standards. This position is performed on-site at the Old Hickory Lock & Dam, predominantly during night shift with routine Saturday work, supporting ongoing turbine generator rehabilitation operations for one of the heavy civil works projects within the USACE portfolio.

This role is contingent upon award of project.

Responsibilities and Duties:

• Ensure the Construction Contractor's work complies with contract specifications and drawings in accordance with USACE quality standards.
• Work directly with the Construction Contractor's Quality Control (QC) staff and Safety Personnel, as well as USACE QA personnel, technical staff, contract administration personnel, and leadership.
• Maintain communication with the USACE Project Office ACO/COR regarding inspection and testing concerns related to the work.
• Attend USACE QA / Contractor QC meetings, construction conferences, in-progress reviews, and quality control coordination meetings, documenting discussions.
• Attend three-phase (preparatory and initial) inspections regarding the assigned construction activities.
• Coordinate inspection needs with the Contractor QC department.
• Spend the majority of the workday in the field observing and monitoring construction activities, with remaining time reviewing documents and preparing reports.
• Review and enforce EM 385-1-1 Safety and Occupational Health requirements and 29 CFR 1926 OSHA Construction Industry Regulations onsite as applicable.
• Review project specifications, drawings, submittals, RFIs, and other associated contract documents related to the assigned work.
• Perform daily field inspections of ongoing industrial construction, including welding, machining, equipment installation, and turbine generator rehabilitation activities.
• Inspect materials, installation, and testing of completed work for contract compliance, identifying deficiencies and advising on acceptability of alternative construction methods.
• Verify site location, layout, and elevations of contract work prior to start of work, and confirm all QC requirements are in effect before work begins.
• Participate in progress payment reviews, submittal reviews for complex submittals, risk management for critical construction lifts, and review of as-built drawings.
• Maintain a system for tracking deficiencies, field problems, and requests for information (RFIs).
• Prepare and sign daily QA inspection reports, including inspection type, results, location, and relevant photos documenting work progress and deficiencies.
• Upload inspection reports and documentation into USACE RMS within required timelines (QARs within 24 hours of inspection).
• Review the Construction Contractor's QC daily reports and notify USACE if contradictions exist.
• Communicate quality issues with the contractor and document those interactions in daily reports.
• Immediately notify USACE if imminent safety hazards, environmental threats, or infrastructure damage risks are identified.
• Make recommendations to the Construction COR and ACO to accept or reject ongoing and completed work, and serve as a mentor to less experienced staff.

Required Education, Knowledge and Skills:

Education/Certification:

• High school diploma required. A Bachelor's degree in Engineering, Construction Management, or a related field is a plus but not required; equivalent field experience is valued.
• OSHA 30 construction safety training preferred.

Experience:

• Minimum 15 years in the construction industry, and ability to work flexible schedules including routine Saturdays 
• Welding, machining, and/or industrial construction experience
• Field inspections to determine acceptability of workmanship and compliance with plans and specifications
• Interpretation of plans and specifications and review of as-built drawings
• Reviewing contractor daily quality control reports for accuracy and deficiencies, and performing quality assurance inspections
• Familiarity with EM 385-1-1 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 (OSHA Construction Industry Regulations)

Key Attributes & Skills: 

• Strong knowledge of industrial construction, welding, and machining operations
• Ability to perform field inspections to determine acceptability of workmanship and compliance with plans and specifications
• Proficiency in interpreting plans and specifications and reviewing as-built drawings
• Experience reviewing contractor daily quality control reports for accuracy and deficiencies, and performing quality assurance inspections
• Working knowledge of EM 385-1-1 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 OSHA Construction Industry Regulations
• Familiarity with the USACE 3-phase quality control system and Resident Management System (RMS) for QA documentation
• Strong understanding of construction standards, codes, and contract compliance requirements
• Skilled in daily reporting, documentation, and tracking deficiencies, field problems, and RFIs
• Capability to support submittal reviews, progress payment reviews, and risk management for critical lifts
• Strong problem-solving and analytical thinking skills in field construction environments
• Ability to work independently in an advisory capacity while collaborating with USACE staff and the contractor's QC team
• Experience on DoD, federal, or large-scale commercial heavy civil/industrial projects is highly beneficial
• Effective written and verbal communication skills with contractors and project teams
• Ability to work independently with self-discipline and minimal supervision
• Willingness to work flexible schedules, predominantly night shift, including routine Saturdays
• Professional appearance and conduct at all times
• Physical ability to traverse stairs, ladders, scaffolding, reinforcing steel, and uneven terrain at heights daily; see, hear, walk, drive, climb, reach, stoop, bend, and lift
