SENIOR CONTRACTS SPECIALIST
 
Work Location: ONSITE 5 days a week in Washington, D.C.
 
INCATech is seeking a Senior Contract Specialist to support a pending U.S. Department of Transportation (DOT) acquisition support opportunity. This position will provide on-site acquisition support at DOT Headquarters and support a wide range of federal procurement activities for service and commercial item acquisitions. The selected candidate will provide cradle-to-grave acquisition support for simplified acquisitions, task and delivery orders, BPAs, IDIQs, IAAs, and contracts utilizing multiple contract types such as Firm-Fixed-Price (FFP), Labor Hour, Time & Materials, and Cost-Type arrangements. The role requires close coordination with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), and program officials throughout the acquisition lifecycle.
 
RESPONSIBILITIES
  • Provide cradle-to-grave federal acquisition support from acquisition planning through contract closeout
  • Support procurement actions for services and commercial items using FAR Parts 5, 8.4, 12–15, 16, 37, and 43
  • Assist with solicitation preparation, evaluation documentation, contract awards, modifications, and post-award administration
  • Prepare and process contractual actions within DOT contract writing systems, including PRISM
  • Conduct data analysis, quality assurance reviews, and verification of acquisition documentation
  • Proofread and edit procurement documents to ensure clarity, accuracy, and compliance
  • Maintain procurement status updates and tracking spreadsheets
  • Coordinate with Government stakeholders to resolve acquisition issues and obtain missing documentation
  • Provide recommendations regarding acquisition strategies, procurement methods, and contract administration approaches.
REQUIREMENTS
Qualifications 
Related Experience:
  • Bachelor’s degree and at least 8 years of federal contracting experience
  • Demonstrated experience supporting Department of Transportation contracting activities is required
  • Senior-level knowledge of federal acquisition regulations, policies, and procurement operations
  • Experience supporting a variety of contract types, including FFP, Labor Hour, Time & Materials, and Fixed Price with Economic Price Adjustments
  • Experience supporting cradle-to-grave acquisitions for services and commercial items
  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office Suite and Google Workspace applications
  • Strong organizational, analytical, and research skills
  • Ability to work effectively in a collaborative, fast-paced acquisition environment
  • Ability to provide on-site support at DOT Headquarters.
Preferred
  • FAC-C Level III or equivalent federal acquisition certification/training
  • Experience with Cost-Type contracts
  • Experience using PRISM or other federal contract writing systems
