Description

General Definition of Work

Performs intermediate skilled trades work coordinating a crew to work at various water and/or sewer job sites, gathering materials for job, and related work as apparent or assigned. Work is performed under the limited supervision of the Utilities Supervisor. Continuous oversight is exercised over all personnel within the team.

Examples of Duties

  • Assigns, supervises and participates in the work of unskilled and semi-skilled workers and equipment operators in the repair and maintenance of sewer and water facilities and other municipal facilities; makes and adjusts work assignments as necessary.
  • Repairs and/or replaces fire hydrants.
  • Discusses job requirements and receives detailed instructions from supervisor.
  • Inspects work in progress; ensures work conforms with instructions and safety requirements.
  • Requisitions necessary equipment and materials; maintains time and material records.
  • Trains and instructs employees.
  • Prepares simple work reports.
  • Performs annual performance evaluations for personnel within the team.
  • Assists supervision with interviews and performance management.
  • Sets up traffic control at job sites in accordance with NCDOT standards.
  • Completes a pre-trip inspection of equipment and vehicles.

Knowledge, Skills and Abilities

Thorough knowledge of related industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of industry standard and department specific equipment and materials; thorough knowledge of performance appraisals, attendance records and timesheets; thorough knowledge of the maintenance, repair and construction practices of the trade; general knowledge of the occupational hazards and safety precautions of the work; ability to assign and supervise the work of others; ability to direct work of subordinates; ability to prepare reports; ability to perform manual labor in adverse conditions; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to develop and maintain an effective working relationship with associates, supervisors, and the general public. Ability to comprehend and comply with OSHA laws and regulations.

Education and Experience

High school diploma or GED and considerable experience in construction, or equivalent combination of education and experience.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force and frequent exertion of up to 50 pounds of force; work regularly requires walking, speaking or hearing, using hands to finger, handle or feel, tasting or smelling, pushing or pulling and lifting, frequently requires standing, sitting, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and occasionally requires work in confined spaces ,wet, humid conditions (non-weather), working in high, precarious places, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to vibration; work is generally in a very loud noise location (e.g. jack hammer work, heavy traffic).

  • Valid Class A Commercial Drivers License.
  • Ability to obtain tanker endorsement within 3 months of hire.
  • Mandatory on-call rotation and alternating schedule change during winter months
