POSITION DUTIES

General Purpose: The Senior Data and Performance Manager will work as part of the Governorâs Office of Performance Improvement to use data and performance management methodologies to support operational efficiencies and improve service delivery across state government. They will lead project-based work between the Governorâs Office of Performance Improvement and agencies to advance Moore-Miller administration priorities.

Responsibilities:

• Serving as lead Governorâs Office of Performance Improvement team member supporting agency teams and executives with select high-impact performance management efforts mapped to key Moore-Miller administration priorities.Â
• Working closely with agency leadership and teams on key priorities that require analytical and performance management expertise, developing analytical strategies and performance approaches that guide agency operations and, where applicable, guide state-wide implementation.Â
• Conducting background research to understand data currently collected for relevant topics and identifying additional relevant data sets for the Governorâs Office of Performance Improvement in order to influence decision-making and implementation plans.Â
• Serving as key point of contact and liaison for the performance improvement efforts within the Governorâs Office of Performance Improvement with other technical teams and agencies as it relates to connecting data systems, processes, and working groups with the administrationâs performance approach.Â
• Conduct statistical analyses using appropriate software and/or programming languages as needed to test hypotheses, predict outcomes, and inform decisions â or support agencies in doing so.Â
• Building relationships with other data and performance leads to serve as a trusted thought partner on data-driven decision making and performance management efforts across state government.Â
• Providing expertise to the Chief Performance Office and Deputy Chief Performance Officer to support overall data-driven decisions

MINIMUM QUALIFICATIONS

Education: Possession of a bachelorâs degree from an accredited college or university.

Experience: At least eight (8) years of experience as a Performance Analyst, Policy Analyst, Data Analyst, Research Assistant, or in a similar role, preferably in a government or political setting.

Note: Candidates may substitute 4 additional years of experience as defined above for the education requirement.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:

• Possession of an advanced degree from an accredited college or university is preferred.
• Strong written and verbal communication skills, including the ability to synthesize complex data into clear and understandable formats for executives and other non-technical audiences.Â
• Advanced proficiency in data visualization tools and spreadsheet software as well as artificial intelligence tools. Familiarity with data querying or statistical software is a strong plus.Â
• Experience in performance management, strategic planning, data analytics, and/or public administration.Â
• Familiarity and/or experience with performance improvement and continuous improvement methodologies and practices.Â
• Experience working within or closely with government agencies or large institutions is highly preferred.Â
• Exceptional interpersonal skills with a proven ability to facilitate meetings, build consensus, and navigate complex organizational environments.Â
• Ability to handle sensitive and confidential information with discretion.
