Under the direction of the City Clerk, this position performs a variety of professional and technical duties related to supervising staff and assisting in executing the operations and programs of the City Clerk's Office, including, but not limited to, administering assigned programs and procedures for City Council and City of Laramie Boards and Commissions, liquor licensing, business licensing, and municipal elections.
Duties and Responsibilities:
- Assist the City Clerk in carrying out the division's administrative functions.
- Supervise Deputy Clerk and Provisional Records Clerk under the direction of the City Clerk.
- Oversee the program for records management and archive systems for official City records.
- Provide notary services for the City of Laramie and assist with Oaths of Office, as needed.
- Assist City Clerk in preparing City Council agenda items, legal notices, calendars, travel arrangements, web conferencing applications, and coordinating with the broadcast service providers.
- Website management including division information, meeting dates, agendas, minutes, etc. for City Council and City boards and commissions.
- Maintain the Boards and Commissions Program for member terms, coordinating with staff liaisons to provide annual Open Meeting and Public Records Acts trainings and standardization of forms.
- Conduct bid openings and process bid documents; release securities.
- Collect and process all alcohol related Special Event Permits, Alcohol Catering Permit, Malt Beverage Permits, and Open Container Permits.
- Collect and process Boards and Commissions applications and maintain records.
- Administer Business Licenses and Liquor Licensing Programs.
- Provide support to staff and directors for creation of official documents that will be presented to City Council.
- Read and interpret Wyoming State Statutes and Laramie Municipal Code related to liquor laws, open meetings, public records, and other applicable sections to the function of the City Clerk's Division.
- Recommend changes to Laramie Municipal Code as needed due to legislative changes or to keep local code current with best practices.
- Provide required attestations for the Mayor's signature in the absence of the City Clerk, receive legal documents as required by state law, record documents with the County, and perform other legally required duties.
- Recommend changes to division policies and procedures, as necessary, to improve efficiencies and effectiveness of programs.
- Assist the City Clerk in preparing budget recommendations for City Manager consideration related to the division's official role and function.
- Assist with cash handling related to balancing the City Clerk's Division cash drawer, administering required reporting and deposit slips, entering accounts payable entries, and purchase card transactions in accounting software.
- Backup support for City Council time entries and approvals.
- Other duties as assigned.
Qualifications and Requirements:
- Bachelor's degree in business administration/public administration or an equivalent amount of work experience, including four years of administrative experience involving frequent contact with the public, with demonstration of improved skills and continued progress.
- Possession of, or ability to obtain, the following certifications: Certified Municipal Clerk, Master of Municipal Clerk, Public Leadership Credentials, or Public Records Officer.
- Ability to interpret and apply state statutes and municipal code.
- Effective and efficient communication through verbal and written media.
- Available to work night meetings as needed.
- Supervisory experience is preferred.
- Cash handling experience is preferred.
Special Requirements:
- Ability to work in a standard office environment, with some travel to different sites and some exposure to the outdoors.
- Ability to lift 50 lb. boxes.
