Senior Director, School Safety

Position Summary

The Senior Director, School Safety will work with the State Superintendent and School Business Administrator to reimagine and implement the district vision around the student and staff security plan. They will act as thought-partner, problem solver, and change-agent to internal and external stakeholders with an unwavering commitment to getting the job done. This is an exciting opportunity for an outgoing, driven, self-starter to play a key role in shaping health and safety policy for CCSD's future.

REQUIREMENTS

  • Master's Degree from an accredited college or university

  • Every two years of managerial experience in a law enforcement or security setting can be substituted for one year of higher education

  • Five years of management experience in law enforcement or security related field, with experience in an urban educational or institutional settings or an ability to demonstrate law enforcement or security experience applicable or beneficial to an educational setting

  • Required SORA certificate (Security Officer Registration Act) or ability to obtain in 2 year period.

  • Demonstrated understanding of the use of computers and related systems

  • A valid driver's license as well as current insurance and vehicle with valid registration

  • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status

Preferred / Additional Qualifications:

  • Ten years of experience is preferred

Core Responsibilities

Major responsibilities of the role include, but are not limited to:

  • Protect students, staff and property of the CCSD
  • Lead coordination of daily school law enforcement activities
  • Develop, implement, and maintain appropriate duties, standards, and performance accountability measures for security personnel
  • Deploy personnel and resources consistent with the security needs of multiple facilities
  • Monitor and evaluate the Electronic Violence and Vandalism Reporting System (EVVRS) for accuracy and accountability and provide follow-up training for central office and school-based staff on how to utilize data from this report to address and improve school safety concerns
  • Develop, implement and re-evaluate an Emergency Management Plan/Crisis Plan
  • Lead team members in developing annual training programs, as needed, to ensure the continuation of a highly skilled security force
  • In coordination with the School Business Administrator, develop and manage departmental budget
  • Collaborate with and provide coaching to principals regarding creating a building safety plan
  • Provide leadership and guidance for security staff and make recommendations to the State Superintendent for increasing student safety, staff attendance and productivity
  • Make recommendations to the State Superintendent for disciplinary actions, as needed
  • Guide staff in investigating incidents of violence, vandalism, theft, drug abuse and all other illegal and/or disruptive incidents and provide State Superintendent with a well written report of said incidents
  • Administer a semiannual survey of the physical and electronic security of all Board-owned buildings and provide a well written report of the survey's results to the State Superintendent
  • Make recommendations to the State Superintendent for the improvement of the physical and electronic security of Board owned property
  • Oversee organizing and implementing the school visitor sign-in process and procedures
  • Coordinate safety and security planning for extra-curricular and athletic events
  • Evaluate transportation plans and routes and make recommendations for security modifications as necessary
  • Manage staff in researching, writing, and applying for security grants
  • Conduct regular site inspections to ensure that district procedures are followed
  • Be the lead in communicating with local law enforcement
  • Be the registered School Safety Specialist

The Senior Director, School Safety may also take on other tasks and responsibilities as assigned by School Business Administrator.

  • Knowledge of and experience with current technologies used for surveillance, communication, and identification equipment
  • Strong citizen service orientation and commitment to diversity, as well as delivering respectful, consistent service in all communities
  • Experience working with Homeland Security, Attorney General's Office, State and City law enforcement as well as the local Fire Department in crafting crisis preparedness, response and recovery plans for a school district
  • Experience collaborating with City and State agencies in the execution of a plan in the event of local or national disaster
  • Experience working/collaborating with youth development and enrichment programming

Terms of Employment

Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable agreements.

Evaluation

Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership procedures.

Minimum Starting Salary: $120,000.00

Maximum Starting Salary: $150,000.00

Residency Requirement

Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011 are exempt from this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
