General Information & Responsibilities
The Senior EHS and Risk Specialist provides leadership and direction over the daily operations of the Risk Management department. Must have the ability to independently interpret applicable laws, statues, regulations, and College policies and procedures to develop and implement programs, trainings, and mitigation strategies all while maintaining absolute confidentiality of the information and situations encountered on the job. Serves as the backup to the Director of Risk Management.
Description of Duties
DESCRIPTION OF ESSENTIAL DUTIES:
- Assists the Director of Risk Management with the College's district-wide risk management function.
- Cultivates and promotes a safe working and learning environment district wide through relationship building, providing assistance, and offering guidance.
- Leads College Environmental, Health, and Safety programs - researching, coordinating, recommending, implementing, monitoring, recording, and drafting changes to current and new EHS programs, procedures, and trainings to ensure compliance with local, state, and federal regulations. Presents safety trainings. Maintains employee training records and follows up on incomplete employee training.
- Conducts job hazard analysis. Provides information to supervisors and employees on state and federal regulations, risk related information, and statistics. Reviews departmental safety programs, activities, and procedures to identify habits, trends, and patterns that affect the safe and efficient operation of departments. Develops programs to create a safety conscious culture throughout the entire district.
- Designated Chemical Hygiene Officer. Maintains and updates Chemical Hygiene Plan and responsible for chemical safety and chemical waste district wide.
- Coordinates, facilitates, and/or performs weekly, monthly, quarterly, semi-annual, or annual safety inspections with vendors, facilities, and departments including but not limited to eyewash stations, safety showers, fire extinguishers, ladders, exit lights, emergency lighting, Personal Protection Equipment, and general facilities. Analyzes and records inspection reports, reports deficiencies, implements and monitors corrective action.
- Completes accident investigations. Determines root cause and develops/implements strategies to provide a safe environment while maintaining a high level of confidentiality. Responsible for OSHA recordkeeping.
- Assists with district-wide insurance programs and claims management, including but not limited to the following lines of coverage; liability, property, automobile, workers compensation, athletic, crisis response, and cyber. Adheres to HIPAA and confidentiality laws.
- Reviews and requests Certificates of Insurance (COI) to ensure required standards are met; maintains COI database and filing; ensures certificates are updated annually; provides timely communication and/or reports to insurance company/client and Director of Risk Management.
- Knowledgeable and assists with the Americans with Disability Act (ADA) and Reasonable Accommodation process for College employees, including but not limited to identifying notification to the college, engaging in the interactive process, evaluating and communicating the accommodation plan, ordering, implementing and recordkeeping of the accommodation, and monitoring the effectiveness of the accommodation all while maintaining strict confidentiality.
- Coordinates the confidential record retention process district wide. Ensures compliance with the State of Illinois.
- Maintains satisfactory Motor Vehicle Record.
- Works flexible work schedule as needed to complete essential duties.
DESCRIPTION OF OTHER DUTIES:
- Communicates EHS and risk management information to all levels of the organization in an accurate, clear, and timely manner.
- Completes compliance audits, including but not limited to payroll reviews, HR audits, Clery audits, etc. Communicates findings and recommends risk mitigation strategies.
- Assists with Business Continuity Planning.
- Assists with maintaining accurate inventory of district wide assets.
- Attends required trainings to maintain up-to-date job knowledge.
- Assists as directed in the event that it is necessary to deploy the Campus Emergency Response Plan, including performing as the Safety Director in the absence of the Director of Risk Management.
- Records minutes of the Employee Safety Committee and serves as the backup chair of the Employee Safety Committee. Promotes a safety culture throughout each department, building, and location.
- Performs other job-related duties as assigned.
Education & Experience
- Bachelor's degree with five (5) years' work experience in risk management or safety programs preferred. In lieu of a bachelor's degree, some college classes in Risk Management, Environment, Health & Safety, Chemistry, or Business and seven (7) years' experience in risk management, insurance, and/or EHS.
- Three (3) years of supervisory experience or five (5) years of progressive responsibility within risk management, EHS, or insurance industry preferred.
- CSP, ASP, ARM, CRM or OSHA 30-hour general industry certification preferred.
- Intermediate computer skills and experience with Microsoft Office applications, specifically Excel and Teams, required.
- Advanced verbal and written communication skills required.
- Strong attention to detail and problem solving skills required.
- Ability to use initiative and judgment to make decisions.
- Strong comprehension and commitment to maintaining confidentiality required.
- Ability to work as a productive team member while meeting individual responsibilities in a multi-task position.
- Highly developed interpersonal and organizational skills with the ability to work in a culturally diverse workplace.
- Ability to work varied hours required.
- Ability to travel to and work from all Black Hawk College locations required.
- Valid driver's license required and the ability to travel and work from all College locations required.
