Senior EHS Specialist - Training Development


Contract position 40 hours weekly
 

Client in San Diego is seeking a highly experienced EHS professional to serve as a Senior EHS Specialist (Contract-to-Hire) with primary responsibility for leading EHS training, compliance tracking, and safety leadership development initiatives.

This role requires a self-directed, proven performer who can quickly assess current programs, identify gaps, and implement structured, scalable solutions in a complex, high-tech environment. The successful candidate will play a key role in strengthening workforce readiness, improving leadership accountability, and advancing  clients San Diego’s safety culture.

This position is structured as a contract role with the potential for full-time conversion based on performance and business needs.

 

Key Responsibilities

1. Training Program Leadership (Primary Focus)

  • Take immediate ownership of the site’s EHS training program, including evaluation, standardization, and improvement.
  • Design and implement robust training systems and processes, including role-based training matrices and compliance tracking.
  • Ensure alignment with OSHA/Cal-OSHA,  global standards, and site-specific risks.
  • Drive training compliance performance to ?98–100%, including closing existing gaps and preventing recurrence.
  • Oversee and improve LMS utilization, data accuracy, and reporting capabilities
  • Safety Leadership Development (Key Initiative)

  • Develop and implement a Safety Leadership Training program for supervisors, managers, and senior leaders.
  • Integrate:
    • Leadership accountability expectations
    • Human Performance (HOP) principles
    • Effective safety engagement and interventions
    • Incident investigation methods (e.g., Kelvin TOP-SET)
  • Partner with Site Management Team to align training with the Safety Leadership Scorecard (2026).
  • Facilitate leadership workshops and ensure practical application in the field.

raining Delivery & Workforce Qualification

  • Deliver high-quality, engaging training sessions (classroom and hands-on).
  • Partner with SMEs across Engineering, Operations, Facilities, and Failure Analysis.
  • Establish and support train-the-trainer capability to scale delivery.
  • Ensure workforce competency—not just training completion.

4. Compliance & Audit Readiness

  • Ensure all training and qualification programs meet regulatory and internal requirements.
  • Maintain audit-ready documentation and records.
  • Conduct audits of training systems and field execution.
  • Identify gaps and drive timely corrective actions.

5. Incident Investigation & Learning Integration

  • Support or lead incident investigations, particularly high-potential events and near misses.
  • Identify training and system gaps contributing to incidents.
  • Translate findings into actionable training improvements and safety communications.

6. Data, Metrics & Reporting

  • Track and report:
    • Training compliance rates
    • Overdue and expiring certifications
    • Leadership engagement metrics
    • Incident trends linked to training gaps
  • Provide actionable insights to EHS leadership and site management.

7. Cross-Functional Collaboration

  • Partner with leaders across all site functions to drive training compliance and safety performance.
  • Influence without authority—holding leaders accountable to safety expectations.
  • Reinforce a strong safety culture aligned with:

Required Qualifications (Elevated for Experience Level)

  • Bachelor’s degree in EHS, Engineering, Industrial Hygiene, or related field (or equivalent experience)
  • 7+ years of EHS experience, preferably in:
    • Semiconductor
    • High-tech manufacturing
    • R&D environments with complex hazards
  • Demonstrated success building or transforming EHS training programs
  • Strong knowledge of OSHA/Cal-OSHA regulations
  • Experience with LMS platforms and training compliance systems
  • Proven ability to influence leaders and drive accountability
  • Strong facilitation and executive-level communication skills

Preferred Qualifications

  • CSP, ASP, CHST, or similar certification
  • Experience with:
    • Laser safety programs
    • Electrical safety / QEW environments
    • Hazardous materials and chemical safety
  • Familiarity with:
    • Human Performance (HOP)
    • Learning teams
    • Structured investigation methodologies
