Senior Engineer
The City of Lincoln Department of Transportation and Utilities is seeking a highly responsible individual to assist in the planning, programming, administration, and coordination of municipal infrastructure projects. The individual will provide professional management and services for a variety of projects, ranging from routine to complex, for Transportation Capital Improvement Projects and Programs. The Senior Engineer will be responsible for leading programs, reviews, and coordination with other entities, to include supervisory oversight of assigned personnel and outside consultants.
The Department's mission is to responsibly deliver, enhance and maintain vital infrastructure and services for the good of our community. The Senior Engineer will be responsible for upholding this mission by overseeing engineering work of the highest technical nature in the Transportation team's Analysis, Planning and Programming Division. Considerable independent judgment is required in interpreting and adapting professional standards and principles as well as official policies, ordinances, regulations, and guidelines for routine and unusual engineering design issues for locally and federally funded projects.
General supervision, review of work items, and establishment of goals is completed in consultation with the Analysis, Planning and Programming Manager while working alongside and collaborating with other Engineers. The individual must have strong management skills and the ability to communicate project concepts to a wide audience.

Minimum Qualifications
Graduation from an accredited four-year college or university with major coursework in engineering and four years of experience in progressively responsible engineering work including experience in a supervisory capacity or any equivalent combination of training and experience that provides the desirable knowledge, abilities, and skills.
Necessary Special Requirements
Nature of Work/Examples of Work Performed
Analyze various infrastructure needs and develop municipal transportation improvement projects that prioritize safety, mobility, efficiency, public involvement, fiscal responsibility, and conformance with local, regional, and national standards.
Evaluate pavement and bridge conditions, coordinate traffic operations, and identify funding availability for projects and programs. Projects range from routine to complex and may include, but are not limited to the following:
Roadway reconstruction and rehabilitation
Bridge reconstruction and rehabilitation
Water main reconstruction
Traffic signal reconstruction, and/or
Sidewalk reconstruction to meet Americans with Disabilities Act regulations.
Oversee the management and completion of project studies, plans, specifications, and cost estimates for internal staff and outside consultants to ensure policies, standards, procedures, and regulations are followed.
Assist in the strategic planning and programming of Capital Improvement Projects.
Implement public information plans, which may include public presentations and attendance at public meetings and hearings on behalf of the City, in order to answer questions regarding transportation and utility projects.
Provide direct supervision to employees, to include leave approval and employee evaluations.
Provide technical guidance to employees and coordinate with other City of Lincoln Departments and outside agencies.
Investigate complex conditions by conducting thorough research and analysis and develop practical, data-driven solutions.
