ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves as a resident engineer for building, sewer, water and roadway construction projects including INDOT projects.
  • Monitor construction projects ito ensure quality construction methods with approved plans, specificationsm and applicable standards.
  • Maintain accurate construction records and process documentation related to project performance, material testing and quantities.
  • Conduct field testing and maintain documentation for construction materials, including concrete, asphalt and soils for adherence to specifications.
  • Reviews plans and specifications for public works construction projects.
  • Provides surveying-related guidenace and technical assistance to various City Departments regarding rights-of-ways, street elevation, drainage issues and related matters.
  • Research and determine property ownership through a review of public records.
  • Perform other duties as assigned or apparent.

KNOWLEDGE/ABILITY

  • Knowledge of theprinciples and practices of civil, environmental, construction, and structural engineering.
  • Knowledge of the fundamental principles and practices of street, traffic control, water and sewer system design, water distribution and supply systems, and project and construction management.
  • Ability to learn to develop, review, and modify civil engineering plans, designs, and specifications.
  • Ability to learn and apply pertinent federal, state, and local laws, codes, regulations, and safety requirements related to civil engineering and construction activities.
  • Ability to prepare, maintain and analyze technical civil engineering records, develop appropriate recommendations, and prepare reports.
  • Ability to communicate effectively and professinally, both orally and in writing.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, contractors, public officials and the general public.
  • Ability to interpret and clearly explain engineering designs, plans, specifications, and construction specifications.
  • Ability to conduct engineering surveys and draft using computer-aided drafting software.
  • Ability to inspect construction work for compliance with applicable codes, plans, and specifications
  • Ability to exercise sound judgement, critical thinking, and effective decision-making skills.

EDUCATION / QUALIFICATIONS:

  • Any combination equivalent to a college degree in Civil Engineering and/or six years of experience in construction management, construction inspection, civil engineering or closetly related field.
  • Specialized training or work experience in land/route surveying preferred.
  • Working knowledge of public works construction methods, materials, and industry practices.
  • Certification as an INDOT Project Engineer, or the ability to obtain certification within a reasonable period following hire.
  • Proficiency in the use of personal computers and related software in a networked environment, including Quatro-Pro, Word Perfect and Paradox

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Driver's License and acceptable driving record.

WORK ENVIRONMENT:

Work is performed in a professional office environment with periodic field visits to construction sites and other City facilities. Duties may require travel throughout the City to inspect projects, gather information, and meet with contractors or the public.

The noise level in the office environment is generally quiet to moderate. The City maintains a smoke-free workplace.

SCHEDULE:

Monday - Friday, 8am - 5pm, May require occasional overtime as needed
