SENIOR ENGINEERING TECHNICIAN

(Facilities Design & Construction)

Salary may be negotiable within the range listed above, based on position requirements and successful candidates qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC

This recruitment will establish an open eligible list that will be used to fill current and future Senior Engineering Technician positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

OC PUBLIC WORKS

OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works' guiding principles are safety, integrity, quality, teamwork, and adaptability.

OCPW is a unique County department comprised of ten (10) service areas: Administrative Services; Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; and OC Operations & Maintenance.

THE OPPORTUNITY

OC Public Works, OC Facilities Design & Construction is seeking experienced Sr. Engineering Technicians to join its talented team. This service area provides professional architectural and engineering related services in support of vertical capital projects and programs to various County of Orange agencies.

The Sr. Engineering Technician performs specialized sub-professional office and field engineering work to support vertical construction projects and County energy initiatives. Incumbents in this class coordinate and perform the most difficult, responsible and complex assignments. The duties assigned require considerable knowledge of technical engineering methods and procedures. This position independently performs complex and specialized assignments, provides project leadership and facilitates training to junior-level staff.

MINIMUM QUALIFICATIONS AND CORE COMPETENCIES

The most successful candidates will possess 3 or more years of experience related to engineering and design and/or civil engineering. A Bachelors degree in architectural engineering, civil engineering, surveying, or mathematics may be substituted for experience. Autodesk Certified Professional in Revit for Architectural Design and/or possession of an Engineer-in-Training certificate conferred by the State of CA are highly desirable.

In addition to the minimum qualifications, the candidate must possess the following core competencies:

TECHNICAL EXPERTISE

  • Knowledge of engineering principles, practices, mathematics, construction materials and methods
  • Field experience and understanding of constructability issues
  • Extensive experience with engineering software suites such as Revit, AutoCAD, and Navisworks (for clash detection)
  • Knowledge of GIS applications such as ESRI
  • Understand GIS standards for collaboration with BIM standards
  • Understand the coordinate system to work with BIM setups
  • Knowledge of plans, estimates, engineering reports and specifications

ANALYTICAL SKILLS AND PROBLEM SOLVING SKILLS

  • Ability to analyze data and establish criteria in order to determine consequences and to identify and select alternatives
  • Ability to exercise independent judgment, decisiveness and creativity in situations involving the evaluation of information against measurable criteria
  • Ability to solve simple mathematical problems and perform precise engineering-related computations using algebraic, geometric and trigonometric formulas

COMMUNICATION SKILLS

  • Effectively communicating orally and in writing with engineers, architects, contractors, developers, and consultants
  • Maintaining and building relationships with local, state and federal funding agencies
  • Advise and provide interpretation to others on how to apply policies, procedures and standards in specific situations
  • Ability to communicate technical and complex information in a clear, easy to understand manner to a wide variety of audiences, including preparation of Microsoft PowerPoint presentations for projects
  • Extensive experience drafting technical reports and correspondence
  • Ability to establish and maintain collaborative and positive working relationships with others

LEADERSHIP SKILLS

  • Experience in training and directing subordinate staff
  • Ability to foster a team atmosphere and reward collaboration
  • Ability to effectively motivate others to promote productivity and efficiency

RECRUITMENT PROCESS

Application Appraisal Panel | AAP (Weighted 100%)

An Application Appraisal Panel (AAP) of job knowledge experts will thoroughly screen and evaluate the application, and supplemental questionnaire for job knowledge, competencies, and related experience described above. Only the most qualified candidates will advance to the next step in the recruitment process or will be placed on the eligible list.

Structured Oral Interview | SOI (Weighted 100%)

The Structured Oral Interview is a timed assessment. Applicants will provide answers to job-related questions, which will be rated by a panel of subject matter experts using standardized evaluation criteria. Only the most qualified candidates will move advance to the next step in the recruitment process or will be placed on the eligible list.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the Countys needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
