Job Summary:

The Senior Archaeologist provides technical, programmatic, and project support to the Historic Preservation team, with a primary focus on compliance with Section 106 of the National Historic Preservation Act (NHPA) as part of environmental review and consultation processes. This position manages and supports multiple projects simultaneously, conducting archaeological assessments, cultural resource evaluations, regulatory coordination, and technical reviews to ensure compliance with federal, state, and local historic preservation requirements.

The role primarily supports projects funded by the U.S. Department of Housing and Urban Development (HUD), including the Community Development Block Grant-Disaster Recovery (CDBG-DR) and Community Development Block Grant-Mitigation (CDBG-MIT) programs. The Senior Archaeologist collaborates with multidisciplinary teams, clients, regulatory agencies, and stakeholders to facilitate timely completion of environmental reviews and historic preservation consultations. The incumbent is responsible for delivering high-quality technical analyses, documentation, and recommendations while ensuring regulatory compliance, consistency, and alignment with project objectives and client requirements.

Job Duties:

  • Supports the Historic Preservation team in the implementation of Section 106 compliance activities for federally funded projects
  • Assists with the review of archaeological and cultural resource documentation to support environmental review requirements
  • Supports the preparation of Section 106 consultation packages and related supporting documentation
  • Conducts records reviews, background research, and data collection for cultural resource evaluations
  • Coordinates with internal teams to facilitate timely completion of environmental review milestones
  • Assists with communications and information requests from the Puerto Rico State Historic Preservation Office (SHPO) and other stakeholders
  • Supports the review and tracking of project deliverables, schedules, and compliance requirements
  • Assists in evaluating project activities for consistency with applicable historic preservation requirements
  • Conducts site visits, field assessments, archaeological monitoring, and other cultural resource activities as required
  • Assists with the preparation and review of archaeological reports, survey documentation, and technical memoranda
  • Supports quality control reviews of environmental and historic preservation documentation
  • Assists in identifying project issues and developing recommendations for resolution
  • Communicates project status and compliance-related matters to project team members and clients
  • Maintains project files, databases, and compliance records
  • Supports process improvement initiatives and development of program guidance materials
  • Other duties as required

Qualifications, Knowledge, Skills and Abilities:

Education:

  • Bachelor's degree, required
  • Master's degree as required by the Secretary of the Interior's Professional Qualifications Standards (PQS) for Archaeology (SOI-qualified), preferred

Experience:

  • Minimum of three (3) years of professional experience, required

License/Certifications:

  • N/A

Software:

  • Demonstrated proficiency with word processing, spreadsheets, and end-user database tools, required
  • Knowledge of ESRI tools (e.g., ArcGIS, ArcGIS Online), preferred
  • Proficiency in MS Office and Adobe applications (including Word and Excel), preferred

Language:

  • Bilingual (Spanish/English), preferred

Other Knowledge, Skills & Abilities:

  • Strong written and verbal communication skills
  • Strong knowledge of the history and prehistory of Puerto Rico
  • Understanding of applicable state and federal historic preservation and environmental laws (including Section 106/NEPA context)
  • Strong attention to detail with ability to produce high-quality, compliant documentation
  • Ability to manage multiple deadlines, priorities, and workflows in a client-delivery environment
