    Key Responsibilities

    • Concentrate primarily on high-voltage scopes over civil or foundation work.

    • Create estimate schedules to balance workload and ensure deadlines are met.

    • Review RFPs, engineering drawings, and related documentation.

    • Document quantity take-offs and perform constructability analyses in detail.

    • Validate all estimate assumptions to ensure accuracy and reliability.

    • Build high-level project schedules (commonly in Excel).

    • Develop risk registers and support the risk review process.

    • Review commercial terms/conditions and address associated risks.

    • Ensure compliance with company estimating methodologies to maintain consistent quality.

    • Lead project team reviews for estimate quantities and overall scope.

    • Review, evaluate, and incorporate vendor, subcontractor, bonding, and insurance quotes.

    • Oversee subcontractor solicitation, bid evaluations, and package reviews before distribution.

    • Integrate pricing for both specialty and standard equipment/materials.

    • Estimate indirect costs and general conditions; review these with project management.

    • Present final estimates to leadership, including recommendations for contingency and escalation.

    • Provide estimates of hours required for each effort and review with Section Manager.

    • Evaluate and validate value engineering opportunities, alternatives, and options.

    • Lead estimating teams during pre-construction services.

    • Maintain and update cost history and estimating databases.

    • Mentor and train junior staff.

    • Perform additional duties as assigned.

    Qualifications

    • Bachelors degree in Engineering, Construction Management, or related field plus 7+ years of direct estimating experience.

      • Equivalent professional experience may substitute for degree requirements.

    • Proven ability to work independently and collaboratively, with strong analytical and creative problem-solving skills.

    • Excellent communication skills (written and verbal).

    • Proficient in Microsoft Office, ConEst, and K-Base.

    • OSHA 10-hour certification required.

    Preferred Qualifications

    • Minimum 4 years of hands-on substation estimating experience.

    • At least 8 years in T&D EPC or construction contractor estimating roles.

    • Strong expertise in developing and bidding estimates for transmission and distribution construction projects.
