Job Description: The selected candidate will work as a Senior Financial Analyst. Responsibilities include providing program management and financial management for multiple programs, in-depth financial analysis and recommendations and will support customer team with Planning and Programming, ensuring compliance with Financial Management and Defense Level Regulations.

•Support the development and execution of budgets, ensuring alignment with strategic objectives and resource availability. Specifically, this includes support of Program Objective Memorandum (POM) efforts with Training Program Evaluation Group (PEG), Equipping PEG, Digital PEG, and Congressional Justifications.
•Conduct in-depth analysis of financial data, prepare financial reports, and provide recommendations for improvement to include spend plans, execution reports, under-execution variances, and get-well plans and other ad hoc assignments.
•Provide comprehensive program management support to Defense-wide customers and missions, ensuring strict adherence to all Financial Management Regulation (FMR) and Department of Defense level regulations, to include efficiency initiatives. The contractor will also analyze current financial processes and recommend improvements to streamline operations and enhance financial transparency and efficiency.
•Candidate must have a bachelor's degree in a related field and at least 15 years of Financial Management in the Department of War.
•DoD Financial Management (FM) Level III preferred.
•An existing active SECRET security clearance is required.
•Experience with DoD and Army Planning, Programming, Budgeting, and Execution (PPBE).
•Capable of performing strategic planning, Program Objective Memorandum (POM), and budget formulation under Government direction with federal funds execution in multiple appropriations.
•Experience with Program Management Reviews (PMR) and P and R Forms.
•Ability to organize, analyze and consolidate financial data for program acquisition planning, reviews, and reporting.
•Capable of tracking historical budget data and building portfolio briefs and supporting portfolio reviews with senior leadership.
•Ability to research funding issues and recommend solutions to Customer using "what if" drills, briefings, issue papers, resource reallocation, analysis of alternatives, or other methods. Develop supporting products used for defending the budget and spend plans to internal/external stakeholders, including reclamas.
•Ability to understand Congressional Add Funding and Language.
•Proficiency in Comprehensive Cost and Requirements System (CCaR), General Fund Enterprise Business System (GFEBS), Contracting Management Action Tracker (CMAT) and G-invoicing.
•Proficiency in Microsoft Excel, PowerPoint, and Word, with the ability to manage and manipulate large volumes of data and translate findings into easily interpreted reports or briefings.
•Outstanding verbal and written communication skills, ability to clearly communicate with all levels of an organization to include senior military and government civilian personnel. Must be comfortable collaborating with Customer and provide agile support while assisting with "big picture" organizational goals.
•Ability to work independently with minimal supervision, and as well as closely interact with other team members as necessary for issue resolution, troubleshooting and solution identification.
•Ability to think strategically and be comfortable working in a rapidly changing environment.
•Exceptional attention to detail.
•Excellent organizational and time management skills, including ability to prioritize work and meet deadlines
