PRIMARY JOB FUNCTION:
Under the general direction of the assigned manager, the Senior Financial Planning Analyst provides financial analysis, coordinates and supports the development of budgets, policies, and financial reporting tools, creates and updates financial forecasts and reports, ensures compliance with all necessary reporting standards, and is responsible for coordination of cross-departmental projects and activities as assigned.
ESSENTIAL JOB FUNCTIONS:
In addition to performing the functions of the Senior Accounting Analyst, the Senior Financial Analyst will be responsible for:
Cost of Service Studies, Rate Design, Cost Recovery, and Implementation of Rates:
- Responsible for activities relating to necessary Cost of Service Studies including, but not limited to, data compilation and review, coordination of schedules and deliverables with rate consultant, review and testing of data models, and presentations of results.
- Works with rate consultant, responsible for the development of rates and rate structures, reviewing and validating impacts of rate models.
- Works with rate consultant, ensuring revenue projections support all financial and operational goals, including the development of recommendations to improve financial results.
- Communicates results of and any issues or concerns with Cost of Service Study and rate development including recommendations to management.
- Reviews and evaluates the calculation of overhead costs on an ongoing basis.
Energy Supply, Analysis, Forecasting, and Cost Recovery:
- Develops and maintains models to forecast daily gas demand. Schedules and monitors daily wholesale purchased gas requirements, utilizing established nominations process and working with Asset Manager when necessary. Performs monthly reconciliation of all natural gas purchases and validation of invoices including review of applicable tariffs and related charges.
- Monitors wholesale electric supply and prepares monthly purchased power variance analysis.
- Reviews and verifies monthly wholesale Purchased Power invoice for management approval.
- Compiles operational and financial information related to energy and recovery of costs and develops reports for management and outside agencies.
- Maintains weather database and performs weather normalization of energy usage data.
- Develops and maintains appropriate revenue reconciliation models and procedures to ensure recovery of energy costs, creates forecasts for short and long-term projections, and prepares recommendations to management.
Compliance:
- Ensures fiscal integrity and adherence to all applicable federal, state, local, and industry regulations and standards for all NPU financial policies.
- Maintains knowledge of industry trends and industry-related legislation and regulations. Researches and interprets the impact of legislative and regulatory changes, including the Government Accounting Standards Board. Assists in the evaluation of changes to and impacts of regulatory terms, conditions, and requirements.
- Reviews, evaluates, and maintains the General Ledger accounts and financial records in accordance with the Uniform System of Accounts for utilities. Responsible for the evaluation and preparation of unusual accounting transactions and complex accounting entries including, but not limited to, accrued, deferred, prepaid, and reserve accounting activities, and other items as determined by management.
- Reviews, analyzes, and manages the reconciliation of all detailed subsidiary records.
- Responsible for preparing filings and/or review of filings prepared by others to ensure compliance with the appropriate
- Researches, participates and drafts financial management policies that support organizational financial goals as directed.
Contracts, Special Projects, and Funding:
- Reviews financial transactions and agreements. Evaluates, recommends changes, and coordinates execution of various contract billing activities including, but not limited to, pole attachments, cell tower leases, LNG procurement, Asset Management Agreements and lease purchase agreements.
- Responsible for leading complex, cross-functional projects as assigned.
- Develops project plans and timelines and leads multi-functional teams.
- Oversees internal and external funding process for capital and operations projects.
- Ensures compliance with external funding requirements.
- Responsible for the preparation and/or coordinates the preparation of regulatory and compliance filings of reports, responses, and requests from regulatory, governmental, and industry agencies.
Budgeting:
- Coordinates, develops, supports, and monitors NPU's annual budget process. Ensures that each major budget management task is properly planned and supported. Ensures compliance with all timelines and schedules.
- Responsible for the budgeting, tracking, reconciliation of specific revenues and costs as assigned.
- Prepares budgets, long-range financial forecasts, and variance analyses.
Reporting, Forecasting, & Analysis:
- Develops revenue analyses related to customer activity including, but not limited to, financial modeling regarding rate change impact, cost recovery, and forecasting.
- Performs revenue requirement analyses, comparison of actual performance to projections, and measurement of progress towards established goals.
- Develops forecasting models and reports to aid in business decision making. Responsible for designing efficient reconciliation tracking process.
- Responsible for the development, maintenance and updating of financial performance measures, metrics, and forecasting including the preparation and publishing of reports and presentations.
- Develops analyses independently and provides guidance and support for analyses prepared by others. Analyses will include accounting practices and financial principles used in general industry, as well as those unique to utilities.
OTHER RELATED DUTIES:
- Participates on Department-wide work teams and committees established to evaluate or improve processes and promote the overall goals of the Department.
- Participates in the evaluation of workplace health and safety hazards and works with management and fellow employees to ensure that ergonomic and other office-related health issues are addressed properly.
- Perform other duties as assigned.
QUALIFICATIONS:
- Bachelor's degree in Accounting, Finance, Business Administration, or closely-related field. Ten years professional experience in utility finance and accounting, or ten years equivalent experience that provides the required knowledge, skills, and abilities to perform the essential job functions. Master's level degree and/or CPA licensure is preferred.
- Must possess a valid State of Connecticut driving license.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of AP, AR, Payroll, Fixed Assets, Cash Receipts, and General Ledger.
- Thorough knowledge of Generally Accepted Accounting Practices and Principals (GAPP).
- Thorough knowledge of utility accounting practices.
- Demonstrated ability to prepare and analyze financial and business data including standard financial reports, project finance management, and product usage trends.
- Demonstrated strong analytical skills.
- Strong written and verbal communication skills
- Knowledge of basic team building and leadership concepts and experience in leading self-directed teams.
- Understanding of process analysis and customer focus as they relate to a service environment.
- Knowledge of risk management, insurance, and CT Workers Compensation Laws.
- Ability to establish workflow priorities.
- Thorough knowledge of software products including Microsoft Office Suite and business enterprise management systems.
