ABOUT THE OPPORTUNITY

The Senior Financial Systems Analyst plays a key role in supporting financial operations of the Court by leveraging financial expertise, business process analysis and design, and technical knowledge to modernize and support financial systems and operations through data-driven solutions. This position leads and supports the analysis, design, implementation, and continuous improvement of financial systems, reporting, and business intelligence initiatives that enhance operational efficiency, strengthen internal controls, and support data-informed decision-making.

This role partners with stakeholders across the organization to understand business challenges, identify opportunities for process improvement, and translate operational and financial requirements into scalable technical solutions, relational databases, data management and quality, reporting, and business intelligence tools to develop reliable, sustainable, and user-focused solutions and analysis.

Key Responsibilities

  • Partner with Finance, Court Operations, Information Technology, and other stakeholders to analyze business needs, gather and document requirements, and translate business objectives into scalable technology solutions that support financial operations and organizational goals.
  • Lead the analysis, design, development, testing, implementation, and continuous improvement of financial systems, business intelligence solutions, and automated business processes to improve operational efficiency, strengthen internal controls, and reduce manual effort.
  • Develop, maintain, and optimize SQL queries, data models, data pipelines, enterprise data warehouse solutions, automated reporting processes, and interactive dashboards using Power BI or similar business intelligence platforms to support financial reporting and data-informed decision-making.
  • Ensure the accuracy, integrity, security, and governance of enterprise financial data by performing data validation, reconciliation, root cause analysis, quality assurance testing, and developing standardized data management practices.
  • Lead or support complex system implementation projects by preparing business and technical documentation, coordinating testing and user acceptance testing (UAT), managing deployments, providing user training, and delivering post-implementation support.
  • Serve as a trusted technical advisor by providing project leadership, fostering collaboration across cross-functional teams, mentoring staff, and identifying innovative opportunities to leverage technology, data, and automation to continuously improve financial operations and business

THIS IS A TELEWORK ELIGIBLE OPPORTUNITY

This position may be eligible for partial telework following an initial training period and contingent upon the needs of the Court.

SELECTION REQUIREMENTS

To qualify, you must meet one of the following options at the final filing date of this bulletin:

OPTION I: High school diploma, GED, or equivalent -AND- seven (7) years of progressively responsible experience performing financial systems analysis, business systems analysis, requirements gathering, SQL development, data management, testing, implementation, user support, business intelligence reporting, automation, and related functions supporting financial applications.

OPTION II: Bachelors degree* from an accredited four-year college or university with a major in Finance, Accounting, Computer Science, Information Systems, Business Administration, Data Analytics, or a closely related field -AND- five (5) years of progressively responsible experience performing financial systems analysis, business systems analysis, requirements gathering, SQL development, data management, testing, implementation, user support, business intelligence reporting, automation, and related functions supporting financial applications.

OPTION III: Certification* in database design/development, database management, data analytics, business intelligence, or another discipline requiring advanced knowledge and application of SQL and relational database technologies -AND- six (6) years of progressively responsible experience performing financial systems analysis, business systems analysis, requirements gathering, SQL development, data management, testing, implementation, user support, business intelligence reporting, automation, and related functions supporting financial applications.

Note: Credit for experience is based on a 40-hour workweek. Part-time experience is credited on a pro rate basis (e.g. working 20 hours per week for two months equals one month of experience). Overtime does not count toward additional credit.

DESIRABLE QUALIFICATIONS

The ideal candidate will possess one or more of the following desirable qualifications. These are not mandatory requirements:

  • Experience supporting enterprise financial systems within a large, complex organization, including financial operations, accounting, budgeting, revenue management, or other mission-critical business functions.
  • Demonstrated expertise in business systems analysis, including business process analysis, requirements gathering, process mapping, preparation of business and functional requirements documentation, system testing, implementation, and user acceptance testing (UAT).
  • Advanced technical proficiency in SQL, relational databases, and data management, including developing and optimizing complex queries, data models, stored procedures, ETL/ELT processes, data pipelines, data warehousing, and ensuring data quality, governance, and integrity.
  • Experience designing and developing business intelligence and reporting solutions using Power BI or similar analytics platforms to create dashboards, automate reporting, and provide actionable insights for operational and data-informed decision-making.
  • Strong project management, analytical, and communication skills, with the ability to lead complex initiatives, collaborate effectively with cross-functional stakeholders, manage competing priorities, and translate business needs into scalable technical solutions.
  • Professional certifications such as Microsoft Certified: Microsoft Power BI Data Analyst Associate, Certified Business Analysis Professional (CBAP), Certified Scrum Master (CSM), Microsoft SQL certifications, or other relevant certifications are desirable.

Benefits may be purchased using a tax-free monthly benefits allowance of 14.5% or 17% of the employees monthly salary or $1,300.00, whichever is greater.
