Job Title: Senior Full Stack Developer - Payment Systems
Location: Harrisburg, PA (Hybrid Minimum 2 Days Onsite per Week)
Duration: 12+ Months Contract
Type: Contract

Job Summary

The Client is seeking an experienced IT Consultant to design, develop, and implement a secure eCheck (ACH) payment solution integrated with its existing Online Payment System (OPS). This role requires strong expertise in payment processing systems, web application development, system integration, and cloud technologies. The consultant will work closely with business and technical stakeholders to deliver a scalable, secure, and user-friendly payment platform while ensuring compliance with financial and regulatory standards.

Key Responsibilities

  • Design, develop, and implement a secure ACH/eCheck payment solution integrated with existing payment platforms.
  • Build and maintain customer-facing web applications with a strong focus on UI/UX, accessibility, and responsive design.
  • Develop backend services, APIs, and integrations to support payment processing workflows.
  • Integrate payment solutions with enterprise and legacy systems.
  • Ensure compliance with PCI-DSS, NACHA, security, and data protection standards.
  • Design and implement REST/SOAP API integrations.
  • Perform system testing, deployment, troubleshooting, and production support.
  • Utilize Azure DevOps (ADO) for work item management, repositories, CI/CD pipelines, and code deployment.
  • Participate in migration of source code from TFS to Git repositories.
  • Document technical architecture, workflows, and system specifications.
  • Recommend enhancements for scalability, reliability, and performance optimization.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or related field (or equivalent experience).
  • 5+ years of software development and system integration experience.
  • Hands-on experience developing and integrating payment processing systems, preferably ACH/eCheck solutions.
  • Strong experience with secure transaction processing, encryption, and payment workflows.
  • Proficiency in modern web technologies including:
    • JavaScript
    • HTML/CSS
    • Front-end frameworks (Angular, React, etc.)
    • Java and/or .NET technologies
  • Experience designing customer-facing web applications with strong UI/UX principles.
  • Experience implementing REST and SOAP APIs.
  • Strong knowledge of relational databases and data modeling.
  • Experience with Azure DevOps (ADO), Git repositories, and CI/CD pipelines.
  • Experience migrating code from TFS to Git-based source control systems.
  • Experience integrating with enterprise and legacy applications.
  • Experience with Microsoft Azure services including:
    • Azure App Services
    • Azure Functions
    • Azure API Management

Preferred Qualifications

  • Experience in government, utility, financial services, or other highly regulated environments.
  • Experience with online billing, invoice payment systems, banking applications, or transaction-based platforms.
  • Knowledge of accessibility standards and public-facing application development.
  • Experience supporting high-availability, mission-critical systems.
