POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Senior GIS Analyst - Public Safety is a technical leadership position embedded within the Westminster Police Departments Technical Services team, with direct support to the Westminster Public Safety Communications Center. This role focuses on the administration, integration, maintenance, enhancement, and long-term development of the geographic information systems (GIS) that support Computer-Aided Dispatch (CAD), Records Management Systems (RMS), mobile data platforms, Next Generation 911 (NG911), and other public safety technologies.

Duties include, but are not limited to, overseeing and maintaining critical GIS datasets such as address points, road centerlines, and jurisdictional boundaries; supporting and enhancing CAD/RMS mapping functionality; leading ongoing data management and quality control efforts; and providing advanced application and technical support to public safety personnel. This position serves as the primary GIS subject matter expert for public safety operations and plays a key role in ensuring accurate call routing, location validation, and reliable mapping to support emergency response operations.

A defining characteristic of this role is the ability to apply advanced analytical thinking and problem-solving skills to develop scalable, sustainable GIS solutions within the operational constraints of public safety systems. The position also requires leadership and coordination with internal stakeholders and external partners, including managing vendor relationships and support requests, participating in regional user groups, leading complex GIS projects and system integrations, and contributing to multi-agency initiatives such as CAD-to-CAD (CAD2CAD) data sharing and regional GIS data development efforts.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

Job Specific - Every employee in this position must be able to:

• Manage spatial and non-spatial data in support of public safety systems and City GIS databases
• Lead the editing, updating, and maintenance of GIS datasets including street centerlines, address points, address ranges, and jurisdictional boundaries used in CAD and RMS environments
• Design, develop, and govern GIS data models and structures that support public safety operations, enterprise system integrations, and Next Generation 911 (NG911) requirements
• Utilize relational databases and advanced SQL queries to analyze, troubleshoot, and resolve complex data issues impacting CAD/RMS performance
• Establish and enforce data maintenance standards, quality control procedures, and documentation of workflows and solutions for long-term sustainability
• Architect, design, and maintain integrations between GIS and public safety systems, including CAD, RMS, and mobile data platforms
• Apply critical thinking and technical problem-solving to support complex public safety systems
• Develop scalable, sustainable, and enterprise-level solutions within the constraints of public safety software and vendor-supported systems
• Operate effectively in environments with limited documentation, leveraging deep expertise, independent research, and resourcefulness to resolve issues

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities and Tasks

• Serves as the primary GIS technical resource and subject matter expert for Westminster Public Safety, supporting CAD, RMS, and NG911-related geospatial data and system integrations with the Citys GIS infrastructure
• Leads the administration, maintenance, enhancement, and troubleshoots CAD and RMS geospatial components, including street centerline data, address points, premise information, map layers, and related dispatch geometry
• Oversees the maintenance and validation of GIS datasets required for accurate call routing and location validation within Next Generation 911 environments
• Develops, documents, maintains, and enhances automated workflows and data integrations between CAD/RMS systems, Esri ArcGIS, and other City databases
• Identifies, analyzes, and resolves complex spatial data errors or system integration issues that impact dispatch accuracy, responder safety, operational efficiency, or system performance
• Participates in CAD2CAD programs, collaborating with regional partner agencies to develop, maintain, and share standardized GIS datasets across jurisdictions
• Serves as the primary point of contact for vendor relationships through ticket submission, follow-up, escalation, and engagement with regional user communities to resolve issues and identify best practices
• Supports and provides technical guidance for the administration of GIS infrastructure, including ArcGIS Enterprise, ArcGIS Online, and GIS services related to public safety applications
• Leads and assists with mapping, analysis, data visualization, and GIS-based solutions to support incident response, planning, resource deployment, and operational decision-making
• Assists with maintaining and administering the Citys GIS Server(s) and services, ArcGIS Enterprise, and ArcGIS Online content as they relate to public safety applications
• Ensures a high level of internal and external customer service through timely response, clear communication, consistent follow-through, and collaboration with stakeholders
• Provides technical leadership and recommendations regarding GIS standards, data quality, system enhancements, and public safety technology initiatives
• Evaluates emerging GIS and public safety technologies and recommends improvements to support operational effectiveness, interoperability, and long-term organizational goals

Other Duties and Responsibilities

• Maintain up-to-date knowledge of software, hardware, and emerging trends related to GIS, CAD/RMS systems, and Next Generation 911 technologies and evaluate opportunities for their application within public safety operations
• Participate in ongoing training, professional development, and industry groups to stay current with best practices, including those from National Emergency Number Association and other relevant organizations
• Lead or assist with testing, implementation, enhancement, and upgrades of public safety systems and GIS-related technologies
• Support and provide guidance for audits, compliance reviews, and data validation efforts related to public safety GIS and NG911 requirements
• Represent Westminster Public Safety in regional meetings, user groups, and collaborative initiatives related to GIS, CAD/RMS systems, and NG911 programs, as assigned

Required:

• Education and Experience as follows:

• Associate's degree or higher from an accredited college or university with major coursework in Geographic Information Systems (GIS), Geography, Computer Science, or a related field, AND a minimum of five (5) years of progressively responsible professional GIS experience, including database management, data quality control, project management, and system integration support

• OR At least three (3) years of professional GIS experience supporting public safety operations, such as emergency communications/911, law enforcement, fire, EMS, Computer-Aided Dispatch (CAD), Records Management Systems (RMS), or other public safety systems. Demonstrated experience working with GIS data and systems that support mission-critical public safety operations, including the ability to troubleshoot data, system integration, and operational issues

• Demonstrated experience working with GIS platforms such as Esri ArcGIS (ArcGIS Pro, ArcGIS Enterprise, and/or ArcGIS Online)

• Advanced working knowledge of relational databases and experience writing, executing, and troubleshooting SQL queries

• Demonstrated ability to analyze, troubleshoot, and resolve complex data, system integration, and operational issues impacting public safety systems

• Demonstrated experience leading technical projects, coordinating multiple stakeholders, and managing competing priorities in a fast-paced operational environment

• Strong organizational skills with the ability to manage multiple priorities and meet deadlines in a fast-paced, operational environment

• Effective communication skills, including the ability to present technical information, recommendations, and system impacts to non-technical users, management, and command staff

• Must possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record for continued employment

Preferred:

• Experience with Next Generation 911 (NG911) GIS data standards, validation, and workflows, including addressing, road centerlines, Emergency Service Boundaries (ESBs), and related 911 GIS data requirements
• Experience supporting GIS integrations with public safety systems, including CAD-to-CAD (CAD2CAD), CAD, RMS, mobile data, 911, and other emergency response technologies
• Experience with Microsoft SQL Server/SQL Server Management Studio (SSMS), including querying large datasets, creating views, troubleshooting data issues, and supporting public safety databases
• Experience developing, deploying, and maintaining Python scripts and automated workflows for GIS data management, validation, quality control, and system integration
• Experience serving as a technical lead, project lead, or GIS subject matter expert (SME) for public safety GIS projects, system implementations, or operational initiatives
• Experience performing GIS data QA/QC, topology validation, error resolution, and data remediation for datasets supporting public safety or 911 operations
• Experience coordinating GIS data and system requirements with 911 centers, law enforcement, fire/EMS, emergency management, regional partners, or other public safety stakeholders

WORKING CONDITIONS

Work is constantly performed indoors is primarily sedentary office work. Occasionally work is performed outdoors with occasional exposure to extreme temperatures. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
