Summary:

The Senior Healthcare Planning & Program Manager serves as a strategic advisor supporting planning, design, construction, activation, and Initial Outfitting & Transition (IO&T) activities for military healthcare facilities. This position supports Defense Health Agency Facilities Enterprise (DHA-FE) initiatives involving Military Construction (MILCON), healthcare modernization, facility activation, and healthcare infrastructure programs. 

Responsibilities:

Essential Job Functions:

  • Provide senior-level project and program management support for healthcare facility planning, design, construction, and activation initiatives. 
  • Coordinate activities among DHA, NAVFAC, USACE, healthcare stakeholders, design firms, and construction teams. 
  • Review and evaluate DD1391s, programming documents, design submissions, RFIs, ECPs, schedules, and construction deliverables. 
  • Support risk management, project controls, integrated master scheduling, and stakeholder coordination activities. 
  • Facilitate meetings, executive briefings, project reviews, and strategic planning initiatives. 
  • Support healthcare facility commissioning, occupancy planning, activation, and transition activities. 
  • Develop executive summaries, reports, and recommendations for senior government leadership. 
Qualifications:

Necessary Skills and Knowledge:

  • Strong organizational and oral communication skills. 
  • Excellent written and verbal communication skills. 
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). 
  • Ability to work effectively both independently and as part of a team. 

Minimum Qualifications:

  • Bachelor's degree in Architecture, Engineering, Construction Management, Healthcare Administration, Planning, or related discipline. 
  • 10+ years of experience supporting healthcare planning, design, construction, activation, or transition programs. 
  • Experience supporting healthcare infrastructure projects within federal, military, VA, or commercial healthcare environments. 
  • Demonstrated experience leading multidisciplinary project teams and managing stakeholder relationships. 
  • Strong written and verbal communication skills. 
  • Proficiency with Microsoft Office Suite, project scheduling tools, and project management methodologies. 
  • Must be a U.S. Citizen and able to obtain and maintain a favorable Tier 1/NACI investigation and Common Access Card (CAC). 

Preferred Qualifications:

  • Active Secret clearance or prior DoD credentialing experience preferred. 
  • PMP certification. 
  • Master's degree in Architecture, Engineering, Construction Management, Healthcare Administration, or related field. 
  • Experience supporting projects exceeding $100M in total construction value. 
  • Experience supporting hospital replacement, medical campus modernization, or healthcare activation programs. 
  • Experience with DD1391 development, medical facility programming, and healthcare master planning. 
  • Experience with commissioning, facility turnover, and post-occupancy evaluations. 
  • Prior experience supporting Defense Health Agency (DHA), DHA Facilities Enterprise (DHA-FE), NAVFAC Medical Facilities Program Office (MFPO), USACE Medical MILCON programs, Veterans Affairs (VA) healthcare facilities, military hospital replacement programs, healthcare activation/IO&T efforts, SEPS planning, or federal healthcare construction programs.
