Job Overview:
The organization is seeking an experienced Test Program Manager / QE Transformation Lead to lead the Client, transition, and workforce planning activities for a large-scale healthcare transformation program. The successful candidate will establish and operationalize a comprehensive testing organization across Application Development, Application Support, and Enterprise End-to-End Testing (Test Center of Excellence - TCoE) while driving staffing, sourcing, governance, transition readiness, and quality transformation initiatives. This leadership role requires extensive experience in Quality Engineering, Testing Transformation, Managed Services Transitions, and Healthcare Payer platforms.
Key Responsibilities:
Client & Assessment
- Lead Client workshops with business, IT, and delivery stakeholders.
- Assess current testing processes, operating models, organizational structures, tools, service catalogs, workloads, SLAs, and governance frameworks.
- Conduct due diligence and maturity assessments across QA and Testing functions.
- Identify capability gaps across Functional Testing, Test Automation, Performance Engineering, Test Data Management (TDM), and AI-Enabled Quality Engineering.
Operating Model & Transformation:
- Define and implement the future-state Testing Operating Model.
- Establish organizational structures, roles, responsibilities, and transformation roadmaps.
- Design and operationalize a Testing Center of Excellence (TCoE).
- Define Core and Flex team operating models.
- Drive enterprise-wide QE transformation initiatives and modernization strategies.
Transition & Program Management:
- Develop and execute Client, Knowledge Transfer (KT), Transition, and Go-Live plans.
- Lead shadow, reverse-shadow, and ownership transfer activities.
- Coordinate transition activities across Application Development, Application Support, and Testing Services.
- Manage risks, dependencies, escalation paths, and readiness reviews.
- Ensure successful transition governance and stakeholder communications.
Governance & Quality Leadership:
- Establish TCoE governance, standards, metrics, KPIs, and reporting frameworks.
- Lead enterprise quality governance and release readiness reviews.
- Implement quality dashboards, executive reporting, and service-level tracking.
- Drive continuous improvement initiatives across testing functions.
Workforce Planning & Vendor Management:
- Lead workforce planning and resource strategy initiatives.
- Define sourcing models across onshore, offshore, and nearshore teams.
- Manage vendor relationships and staffing programs.
- Support hiring and organizational scaling activities.
Quality Engineering Modernization:
- Promote adoption of Test Automation, AI-Enabled Testing, Performance Engineering, Continuous Testing, and Test Data Management.
- Drive modern QE practices integrated with DevOps and CI/CD pipelines.
- Partner with engineering teams to establish shift-left quality practices.
Required Qualifications:
Experience
- 12+ years of experience in Quality Engineering and Software Testing.
- 5+ years leading large-scale testing programs and QE transformations.
- Hands-on experience with Client, due diligence, transition, and managed services engagements.
- Experience building, operating, or leading a Testing Center of Excellence (TCoE).
- Strong workforce planning, hiring, and vendor management experience.
- Experience managing distributed onshore/offshore delivery teams.
- Strong executive stakeholder management and communication skills.
Healthcare Domain Expertise:
The candidate must have experience with Healthcare Payer platforms and processes including:
- Facets.
- Claims Processing.
- Enrollment.
- Billing.
- Provider Management.
- EDI Transactions (834, 835, 837).
Technical Skills:
- Playwright.
- Azure DevOps.
- CI/CD Pipelines.
- Quality Engineering Best Practices.
- Test Automation Frameworks.
- Test Management Tools.
- Release Management & Governance.

- Healthcare Payer domain expertise.
