Description

Performs technical personnel work related to position classification; compensation; recruiting and examinations; and performs staff work in employee relations.

CURRENT VACANCY: One full-time management position (12 mos/yr, 8 hrs/day), with district-paid benefits, in the Classified Human Resources Office, at the Administration Center.

Position includes full district-paid benefits for the employee and dependents. Maximum District contribution to the health insurance plan for the 2025-2026 school year of $30,196.80 for all employees.

  • Revises class descriptions based on knowledge of positions gained from field audits or research in case folders and reports.
  • Performs job analysis; recommends new and revised class entrance qualifications and fields of competition.
  • Plans and supervises the administration and rating of performance examinations and tests of physical ability.
  • Plans, outlines and prepares examinations, type and sequence of tests, items, and tasks to be rated; obtains, develops, analyzes, edits and organizes examination materials.
  • Arranges and schedules appraisal interviews, instructs committee members in procedures and standards to be applied, and gives general guidance to interviewers to achieve reliability, fair competition, and standards of eligibility.
  • Analyzes examination results, performs statistical analysis of examination results.
  • Gathers and analyzes data as part of the on-going test validation program and participates in cooperative programs with other public agencies to improve test reliability and validity.
  • Confers with administrators, employees and community representatives in meetings and by correspondence and telephone relative to classification, compensation, rules and personnel transactions.
  • Prepares and reviews personnel rules and interprets policies on such matters as appointments, promotions, demotions, transfers, dismissals, resignations, layoffs, reemployment, vacations, leaves of absence, compensation within classification, job analysis and performance evaluations; participates in the discussion, interpretation and revision of rules and regulations relating to personnel matters.
  • Communicates with and may counsel prospective applicants by telephone, e-mail or in person, regarding career opportunities in the district, employment policies and procedures.
  • May visit other agencies for the purpose of attending a variety of meetings, trainings and conferences and/or to participate and cooperate in applicable examination processes.
  • May visit district school sites and offices for a variety of personnel related activities including job analysis, test administration, etc.
  • May supervise and participate in the periodic updating of the districts organizational charts.
  • May need to drive own vehicle to various sites within and outside the district to conduct work, participate in workshops, training programs, interview panels, and meetings.
  • Assists with compliance of all state and federal programs.
  • Performs other related duties as assigned.

Employment Standards

Minimum Requirements:

Education:

Graduation from a recognized four-year college or university, preferably with a degree in public administration, personnel administration, psychology, or industrial relations.

Experience:

  • Three years of technical level experience in personnel administration with responsibility for employment test development and construction, position classification, wage and salary administration, and/or employer/employee negotiations.
  • Any other combination of education, training or experience that could likely provide the desired skills, knowledge or abilities may be considered.
  • Additional professional level experience in personnel administration in the areas listed above may be substituted on a year for year basis for the education requirement.

Desirable Qualifications:

  • Technical level experience in public personnel administration including job analysis for position classification or test construction as well as courses in psychology, public personnel administration, test construction, and statistics and research methodology are desirable.
  • Written and oral proficiency in a second language.

License or Certificate:

A valid state of California Class C drivers license and use of a personal vehicle to visit work sites and attend meetings.

Other:

  • Willingness to work evenings, early mornings, and Saturdays, as testing requires.
  • Tolerance for stress; ability to work within rules and policy while not necessarily agreeing with them, and ability to work on several tasks with frequent interruptions.
  • A willingness to attend college-level classes outside of assigned working hours in those areas in which formal training is needed.

Probationary period: 130 days of paid service.

After an offer of employment,a candidate must submit evidence of freedom from tuberculosis,fingerprint clearance with the Department of Justice,and a pre-employment physical exam (district-paid). The onboarding process includes legally mandated training(s) and reference checks. In addition, pursuant to Senate Bill 848 (SB 848), the District is required to conduct reference checks that include inquiry into whether the applicant has ever been the subject of a credible complaint, investigation, or disciplinary action related to child abuse, sexual misconduct, or sexual harassment.

Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance.

Salary: The beginning and ending salary steps are shown on each examination announcement. Permanent employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.

Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.

Sick Leave: One day of sick leave earned per month, accumulation is unlimited.

Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

Examination Process: A review of the applicants experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the district will be invited to participate in the next step of the examination process. The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.

Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.

Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.

Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.

Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.

Accommodation: In compliance with the Americans with Disabilities Act, applicants with disabilities may request that reasonable accommodation be given related to the actual examination process. Requests must be made at the time of application.

Physical Examination: Employees must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination. Tests must be given by a District-approved physician.

Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reporter Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.

Veterans Preference: Five additional points of credit are added in entry-level examinations to the final passing score of qualified veterans showing 30 days or more service during time of war (10 points for disabled veterans) upon presentation of proof of veterans status (Form DD-214). This evidence must be presented during the examination procedure. No credit will be given after this period.
