Status: Full Time
Schedule: Flexible schedule; Placement on a 5/8, 9/80, or 4/10 work schedule.

A 2% base salary increase is scheduled to become effective with the first full pay period that begins after July 1, 2026
THE OPPORTUNITY
The City of Moreno Valley is seeking a dynamic, proactive, and service-oriented Senior HR Analyst to lead and support key human resources programs with a strong emphasis on employee benefits, leave management, wellness initiatives, and employee engagement. This position performs complex professional and analytical work related to the administration of employee benefits programs, including CalPERS health and retirement benefits, open enrollment coordination, benefit reconciliations, leave administration, wellness programming, and employee outreach.
Under general direction, the Senior HR Analyst serves as a highly visible and trusted resource to employees, supervisors, and management by providing guidance, training, and support on a wide variety of human resources programs and services. This role requires a confident communicator who is comfortable presenting information to groups, conducting workshops and open enrollment meetings, promoting wellness initiatives, and proactively engaging employees to increase awareness and participation in City programs and benefits offerings.
The ideal candidate will thrive in a fast-paced and collaborative environment and possess the ability to independently manage sensitive and complex issues with professionalism, sound judgment, and a strong customer service focus. In addition to administering and improving HR programs and processes, this position provides lead direction and guidance to assigned staff and plays an important role in fostering a positive, informed, and engaged workforce.

IDEAL CANDIDATE
The ideal candidate is an experienced and energetic human resources professional with a strong background in public sector benefits administration, leave management, employee wellness programming, and customer-focused HR service delivery. They possess extensive hands-on experience administering CalPERS health and retirement programs, coordinating open enrollment activities, managing complex benefit reconciliations, and ensuring compliance with applicable federal and state leave laws, including FMLA, CFRA, and ADA.
This individual is proactive, approachable, and highly skilled at building relationships across all levels of the organization. They are comfortable serving in a front-facing role and excel at communicating complex benefits and leave information in a clear, engaging, and employee-friendly manner. The successful candidate enjoys interacting with staff, presenting information to groups, leading meetings and trainings, promoting wellness initiatives, and finding creative ways to increase employee awareness and participation in City programs and services.
The ideal candidate is also a strong analytical thinker with exceptional organizational skills and attention to detail. They are capable of independently handling sensitive and confidential matters, resolving complex issues, and identifying opportunities to improve processes and enhance service delivery. In addition, they bring demonstrated lead or supervisory experience and the ability to mentor staff, foster collaboration, and contribute to a positive and high-performing team environment. The City is seeking a motivated HR professional who combines technical expertise with strong communication skills, initiative, and a genuine passion for supporting employees and organizational success.
MINIMUM AND DESIRABLE QUALIFICATIONS
A bachelor's degree in human resources, business or public administration, industrial-organizational psychology or a related field. A minimum of five (5) years of progressively responsible human resources management experience.
THE CITY
Moreno Valley was incorporated in 1984 as a General Law City, merging the communities of Moreno, Sunnymead, and Edgemont. The City operates under a Council-Manager form of government. The City Council is comprised of an elected Mayor and four Council Members elected by district. The City has a committed customer-service oriented workforce comprised of more than 550 employees who provide a wide-range of municipal services including Public Works, Economic Development, Community Development, Parks and Community Services, Financial and Management Services and Library services. The City contracts with Riverside County for Police and Fire services.
ABOUT THE HUMAN RESOURCES DEPARTMENT
The Human Resources Department plays a vital role in supporting the City's mission by fostering a high-performance, service-oriented work environment. The department is responsible for a wide range of human resource functions, including recruitment and selection, employee and labor relations, classification and compensation, benefits administration, risk management, workers compensation, employee training and development, and building, nurturing, and maintaining the workforce of the future.
THE SELECTION PROCESS
Applicants possessing the MOST DESIRABLE qualifications at each level, based on a screening of required application materials, including the completed Supplemental Questionnaire, will be invited to continue in the selection process. Application Screening

Video Appraisal Interview
Applicants may complete a self-guided video interview by recording responses to a series of structured questions. These questions are designed to assess each candidates qualifications and suitability for the position. There is no live interviewer or proctor; candidates will record their answers independently and submit the videos for evaluation.
Technical Interview:
Selected applicants will be invited to participate in a structured technical interview designed to evaluate job-related knowledge, problem-solving abilities, and proficiency in key competencies required for the position. Candidates will respond to a series of standardized questions, and their performance will be assessed using predetermined evaluation criteria to ensure a fair and consistent appraisal process.
Based on the Departments needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List: Once the appraisal is complete, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
