This mid-management, at-will position leads and performs a broad range of complex administrative, analytical and technical duties to support and perform human resources and risk management functions. This position is unique due to the complexity of analytical assignments, consequence of error, greater independence with which an incumbent is expected to operate, and may have supervisory responsibility for administrative, technical and/or clerical staff.

This person will possess a high attention to detail, a demonstrated track record of meeting or exceeding professional objectives, strong written and verbal communication skills, and have a passion for serving employees and the public with excellence. In addition, the ideal candidate must have strong reasoning ability, the initiative to explore available resources, take a collaborative approach, practice excellent customer service skills, take ownership of assignments, and work independently without the need for constant guidance.
The Human Resources Department at the City of Santee is a small team of experienced human resources professionals who work closely and cross-train to further enhance each other's skill sets and maintain business continuity to our internal and external customers. Our goal is to be dynamic, resourceful, and well-rounded in our experience to best support the needs of the City.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Any combination of education and experience which demonstrates the ability to perform the duties of this classification. An example would be:
EDUCATION : A Bachelor's degree in Public Administration, Business Administration, Human Resources Management, Risk Management or a closely related field from an accredited college or university. However, equivalent experience, certification(s), licensure and/or education will be considered in lieu of a degree; and
EXPERIENCE : Four (4) years of progressively responsible and recent experience performing complex administrative, analytical and technical duties in the human resources and/or risk management field, preferably in the public sector.
Recent professional-level work experience in human resources and risk management-related programs/activities in the public sector is preferred e.g., employee performance management, budget, classification/compensation analyses, policy and training development, labor negotiations, recruitment/selection, employee leave management, workers' compensation and liability claims administration, contracts and certificates of insurance review, and experience working within a unionized environment.
Note: Recent experience is defined as relevant experience obtained within the last five (5) years.

The applicant selected will be subject to a criminal history investigation through the California Department of Justice (DOJ) and a thorough background check. A waiver for reference and background information must be completed.
City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
