    Job Description:

    Job Summary

    This role is responsible for conducting all aspects of the intelligence analysis and project review functions required in support of Standard Chartered New York's Financial Crime Intelligence Unit's ("FCIU") Strategic Intelligence Group ("SIG"). The FCIU conducts intelligence reviews and generates and delivers intelligence reports, bulletins, threat assessments, training decks, and programmatic presentations on emerging financial crime threats, geographies, products, or industries presenting complex financial crime risks to SC NY, the SC network, and matters associated with clients of concern. SIG creates and executes intelligence reviews and intelligence alerts focused on identifying the highest financial crime risks to the bank and in alignment with the US Department of Treasury's National Priorities, and institutional client reviews as well as identifies broader trends, corridors, and emerging financial crime risks to the Bank.

    Key Responsibilities

    Strategy

    • Be aware of and execute the prescribed strategy of Regional SCB leadership in day-to-day operations, as related to mitigating financial crime risk and meeting or exceeding current and relevant future regulatory compliance requirements

    Business

    • Continually monitor the external environment through various internal/external sources and the media to identify financial crime risks which may potentially impact the bank in the future, map and assess those risks, quantify the potential impact and escalate where necessary.

    Processes

    • Provide subject matter expertise on financial crime compliance, drawing on financial intelligence and law enforcement networks, professional qualifications and experience.
    • Prepare comprehensive reports summarizing analytical findings, including visual aids and executive summaries utilizing technical skills in data visualization and analysis tools, to effectively communicate insights and trends to stakeholders.
    • Conduct research using internal and external sources and resources (to include business, operations, compliance, open-source web searches, local and international regulatory and advisory bodies) to proactively produce strategic and tactical intelligence products.
    • Identify instances of potential financial crime or suspicious activity, AML/CFT risk concentrations, and non-compliant transactional activity and make appropriate and timely internal referrals and escalations to US Investigations, Sanctions, Client Services/Business, FCC Management or applicable Governance bodies.
    • Work closely with the US Investigations Unit to support the timely filing of Suspicious Activity Reports ("SAR") with the U.S. Treasury's Financial Crimes Enforcement Network, for cases sourced from intelligence reviews. Work closely and collaboratively with CFCC and the business (first line of defence) in the identification and remediation of risk concentrations identified during intelligence reviews.

    Day to Day Tasks

    • Develop and maintain interactive dashboards and reports utilizing visualization tools such as Power BI to present data in a clear and actionable manner. Lead and mentor intelligence officers, providing guidance and support in data analysis and visualization techniques. Identify financial crime risk through patterns, trends and typologies, and in preparing analytical summaries with clear and concise research as well as calibrated assessments. Identify opportunities for the team to provide trainings to internal stakeholders. Draft training materials and execute internal trainings.
    • Support complex Group or cross-jurisdictional entity reviews for enterprise-wide risk management and to synchronize cross-border reviews. Identify and escalate client financial crime risks with appropriate internal stakeholders such as CFCC Advisory and Group. Ensure information is shared following group and local country regulations and internal policies with regards to information sharing and data privacy.
    • Perform data entry related to tracking and documenting intelligence review steps in accordance with internal procedures.
    • Provide on-the-job training and informal guidance to Intelligence officers.

    Skills and Experience

    Execute Compliance Governance, Frameworks and Models

    • Proven understanding of AML/CTF-related laws, regulations, policies, procedures and standards; familiarity financial crime threats in Bank primary areas of operation
    • Ability to provide financial crime compliance advisory to key stakeholders

    Software, Applications, Database and Research

    • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access, and Power BI) with the ability to generate pivot tables, dashboards, graphs, and charts; mastery of spreadsheet-based data-management and analysis.
    • Working knowledge of SharePoint with the ability to upload and update files.
    • Working knowledge of link analysis and network development, and basic data analytics
    • Ability to proactively learn and integrate new data analysis tools and technologies to enhance analytical capabilities.

    Compliance Policies and Standards

    • Understand, apply and advise on current policies and practices of Financial Crime Compliance with some guidance on straightforward and some complex issues
    • Keep up to date on local issues that could contribute to Financial Crime Compliance vulnerability and horizon risks and consider implications for policies and procedures from a business, risk, compliance and culture perspective
    • Provide training to staff on Financial Crime Compliance policies and procedures

    Qualifications

    • 5 - 7 years of financial services, intelligence or law enforcement intelligence analytic support with demonstrated success and increasing responsibilities.
    • ACAMS certification or equivalent preferred.
    • Bachelor's degree in finance, accounting, data science, statistics, computer science, intelligence, or criminal justice from an accredited institution, or equivalent.
    • Demonstrates an understanding of the key products or services provided by the business/function, and the processes and controls that underpin them.
    • Demonstrates an understanding of the compliance regulations, knowledge of global procedures and policies, including a core understanding of AML, Sanctions, CDD and Anti Bribery and Corruption.
    • Proven capability to conduct open-source research and leverage Bank internal data sources to assist in building composite analytical products.
    • Proficiency in excel and experience in managing and mining large data sets to extract valuable insights with an ability to utilize advanced statistical methods and data modelling techniques to support strategic initiatives.
    • Has the ability to interpret complex information and determine the research and analysis required to extract facts that can be objectively supported. Has a strong investigative mindset where critical thinking is applied, exemplified by several attributes; professional scepticism, a meticulous and consistent approach to research and analytics, and the ability to thoroughly articulate a defence for conclusions reached.
    • Has the ability to develop and maintain interactive dashboards and reports utilizing visualization tools such as Power BI to present data in a clear and actionable manner.
    • Clear, concise communication style (written and verbal); demonstrates engaged listening skills; able to maintain composure in a stressed situation.
    • Self-motivated; knows how to work both collaboratively and independently; takes accountability for decisions, actions and outcomes.
    • Ability to be agile and receptive to change. Demonstrates a positive attitude and is solutions oriented.

    Recruitment Assessments

    Expected annual base pay range for the role is 95,000 USD to 142,500 USD. The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location. At Standard Chartered Bank, Base pay is only part of the total compensation package.
