We are seeking a precise, analytical professional to join our team as a Civil Rights and Title IX Investigator. In this role, you will serve as a neutral fact-finder, managing complex cases and ensuring strict compliance with institutional policies and federal regulations.

This position requires a high degree of intellectual multitasking. You must balance objective fact-gathering with a calm, professional demeanor while navigating stressful situations and complex policy frameworks simultaneously.

Job Summary

Independently conducts investigations into allegations of discrimination, harassment, sexual misconduct, relationship (dating) violence, and stalking involving University community members. Acts as a neutral party and provides an unbiased fact-finding report.

Essential Functions

• Independently investigates complaints of discrimination and harassment, including but not limited to, reports of protected-class discrimination, sexual misconduct, sexual harassment, sexual violence, and gender-based discrimination.
• Composes comprehensive investigative reports that clearly identify the issues investigated, summarizes the evidence found, including information gathered from interviews conducted during the investigatory process, analyzes the matter within a legal framework, applies relevant laws, policies and procedures and makes findings and recommendations.
• Collaborates with stakeholders and consults Equal Opportunity and/or Title IX policies to review and investigate complaints while ensuring a prompt, thorough and equitable response to reports and incidents.
• Provides periodic, timely updates regarding status of complaints received to help identify and address any patterns or systemic problems and to ensure that applicable policies are communicated to University stakeholders.
• Assists in coordinating responses and/or position statements for civil rights charges filed externally, including but not limited to, charges filed with the Equal Employment Opportunity Commission, the Kansas Human Rights Commission, and the Office of Civil Rights.
• Develops, implements, coordinates and conducts educational programs and initiatives in support of institutional compliance and campus safety. Maintains training records, monitors data integrity and reporting obligations.

Job Duties

Required Education and Experience:

• 60 hours of college coursework in social work, criminal justice, public administration, education.
• Six (6) years of experience in conducting investigations into student and/or employee misconduct related to nondiscrimination, equal access, equal employment opportunity and affirmative action laws, rules and regulations or equivalent experience. Every 30 hours of college coursework beyond 60 hours can be substituted for one (1) year of experience, up to 180 hours.

Knowledge, Skills and Abilities:

• Collaborates and consults with Equal Opportunity and/or Title IX policies to review and investigate complaints. Conduct investigations individually or as part of a joint team.
• Advanced interviewing and active listening techniques; Investigates complaints of discrimination, harassment, and retaliation.
• Professional and legally defensible report writing; Ability to composes comprehensive investigative reports that clearly identify the issues investigated.
• High emotional intelligence and impartiality;
• Adept in use of a computer to access, interpret, and record information;
• Coordinates and collaborates with University departments and compliance partners to support the University.
• Tactical communication skills to provide advice and counsel in difficult conflicts and disputes;
• Provides periodic, timely updates regarding status of complaints received to help identify and address any patterns or systemic problems.
• Develops, implements, coordinates and conducts educational programs and initiatives to educate and support faculty, staff, and students.

Additional Information:

We will be considering applicants who could meet either the senior level or the standard investigator requirements for the position.

Standard Investigator requirements:

60 hours of college coursework in social work, criminal justice, public administration, education.

Four (4) years of experience in conducting investigations into student and/or employee misconduct related to nondiscrimination, equal access, equal employment opportunity and affirmative action laws, rules and regulations or equivalent experience. Every 30 hours of college coursework beyond 60 hours can be substituted for one (1) year of experience, up to 120 hours.

Senior Level requirements:

60 hours of college coursework in social work, criminal justice, public administration, education.

Six (6) years of experience in conducting investigations into student and/or employee misconduct related to nondiscrimination, equal access, equal employment opportunity and affirmative action laws, rules and regulations or equivalent experience. Every 30 hours of college coursework beyond 60 hours can be substituted for one (1) year of experience, up to 180 hours.

Physical Requirements:

Ability to remain in a stationary position. Frequent 60-90%

Ability to operate a computer and other office equipment including but not limited to phone, printers, copiers, and calculators. Frequent 60-90%
