Job Summary

This position is within the Nevada Health Authority Enterprise It & Innovations Office, Business Process Management Unit and is responsible for duties related to enhancements to the Medicaid Management Information System (MMIS) and its peripheral systems, research and resolution of issues related to specific business functions of the systems including but not limited to: claims, eligibility, prior authorizations, recipient information and other data elements. Incumbents apply in-depth knowledge of Nevada Medicaid's program areas to define and implement solutions to identified problems. Analyze business processes, develop requirements and test system functionality to assess the accuracy and completion of application code. Monitor quality assurance for a variety of programs. Must be able to perceive and define cause and effect relationships in business processes and automated systems; work with computer programming staff analyzing information, problems, or practices to identify relevant concerns, patterns, tendencies and formulates logical conclusions. Analyze new and revised federal and State laws, regulations, and agency policies and interpret their effect on program areas; coordinate with other professional staff. Requires excellent verbal and written communication skills. This position requires limited supervision, incumbent performs a full range of journey level duties and may serve as a lead as assigned. A program is defined as any social welfare or health insurance program. This position is the technical bridge between program staff and Medicaid's fiscal agent and MMIS operations vendor(s). This position is pivotal in the change management process to ensure Division staff understands how to best achieve their program goals in the information system(s).

Information Technology (IT) Business Analysts document, analyze, and recommend technical solutions to problems and participate in implementing, supporting, and documenting changes that lead to an improved operating environment.

Essential Qualifications

Two or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.

Job Duties

  • Apply recognized data processing concepts to business process plans and analyses.
  • Develop work and/or data flow diagrams that illustrate and describe functional processes of the system.
  • Document business and functional requirements for proposed projects.
  • Review and document test results to assess the accuracy and completeness of application code.
  • Monitor quality assurance.
  • Research and evaluate computer hardware and software needs.
  • Analyze business processes, propose improvements, and identify work processes that may be automated.
  • Define potential benefits of proposed systems or deficiencies to be corrected in the existing system.
  • Define and document data definitions and relationships to be used in the foundation of systems development.
  • Develop procedural alternatives in the absence of properly operating software.
  • Consult with stakeholders to determine business function and end-user requirements.
  • Conduct alternative analyses and develop written requirements for proposed systems and applications.
  • Train individuals in the use of the system and system software.
  • Test systems functionality by preparing test plans and participating in quality assurance.
  • Initiate system work requests.
  • Develop bridging specifications to program areas that interact with processes and output.
  • Consult with programmers regarding the technical requirements, logic, and deficiencies of programs.
  • Participate in recommending and justifying resource allocations and expenditure decisions.
  • Assist in procedure development, evaluation, preparation, and modification.
  • Develop transition plans.
  • Participate in training development and presentation.
  • Review, analyze, and interpret the effects of federal and State laws, regulations, and agency policies.
  • Write technical requirements for grant proposals.
  • Prepare documentation for the computer system manual.
  • Perform related duties as assigned.
