Position Summary
Senior IT Project Manager to serve as the on-site Program Manager for a DISA records management and automatic declassification support contract. This individual is the single point of accountability for contract performance across two task areas -- declassification review support at the NARA Interagency Referral Center and records/information management (RIM) modernization at DISA Fort Meade -- ensuring all deliverables meet quality, schedule, and security requirements with little to no government intervention.
The Program Manager will lead a cross-site, cleared team supporting mission-critical federal records and declassification operations, functioning as the primary point of contact between the contractor company and the Government. This role demands an experienced leader capable of directing concurrent efforts at geographically separated sites while maintaining rigorous quality control, security compliance, and continuity of coverage throughout the period of performance.
The successful candidate combines disciplined project management expertise with a working knowledge of federal records and information management practices, applying proven methodologies to plan, execute, and monitor all contract activities. This individual will establish and enforce processes that meet defined acceptable quality levels, manage risk and change proactively, and deliver consistent, accurate performance across both task areas.
This is a full-time, on-site position based at DISA Headquarters, Fort Meade, Maryland, with occasional travel to NARA Archives II in College Park, Maryland. An active Top Secret clearance with SCI eligibility and U.S. citizenship are required.
Key Responsibilities
- Serve as the primary interface with the DISA Contracting Officer's Representative (COR) and Agency Records Officer, managing all communications, escalations, and status reporting.
- Direct a cross-site team of up to 8 cleared personnel (6 at Ft. Meade, 2 at NARA), overseeing staffing, resource allocation, and continuity of coverage during absences.
- Develop and execute an Event Chain Method (ECM) Project Management Plan with supporting sections for Communications, Change Management, Risk Assessment, Training, and Business Process Improvement.
- Manage the transition-in plan to achieve 50% staffing within two weeks and 100% within 30 days of the period of performance start.
- Establish and enforce a quality control program to meet acceptable quality levels -- including the minimum 20,000 records reviewed annually at 95% accuracy with zero security infractions for the declassification task.
- Oversee timely delivery of all contract deliverables (monthly status reports, referral reports, DDSS updates, records disposition schedules, SOPs, RM manual, NDA status reports).
- Ensure program compliance with federal records mandates (44 U.S.C. Ch. 31 & 33, 36 CFR 1220-1239, OMB/NARA M-19-21, DoDI 5015.02) and DISA security policies.
- Manage risk, change, and communications; conduct program assessments; and brief senior DISA leadership.
- Ensure all personnel maintain required clearances, SCI eligibility, and executed Non-Disclosure Agreements throughout the period of performance.
Required Qualifications
Candidates must meet the following minimum qualifications to be considered for this position:
- Clearance: Active Top Secret clearance with SCI eligibility (favorably adjudicated Tier 5); U.S. citizen.
- At least 5 years' experience as a Program/Project Manager on federal professional services or IT/records contracts, ideally within DoD or the intelligence community.
- Experience managing multi-site, cleared teams and delivering to a Performance Work Statement under a Quality Assurance Surveillance Plan (QASP).
- Working knowledge of federal records and information management (RIM) programs, NARA regulations, and records disposition/declassification processes.
- Strong project management discipline in scope, schedule, risk, change, and communications management (PMP certification preferred).
- Excellent written and verbal communication skills, including experience briefing senior government leadership.
Preferred Qualifications
The following qualifications are not mandatory but will distinguish highly competitive candidates:
- Prior experience supporting DISA, NARA, or a declassification/records management program.
- Familiarity with systems such as DDSS, NARA ERA/ARCIS, and SharePoint Online records repositories.
- Experience with the Event Chain Method (ECM) or comparable project management methodologies.
- Knowledge of EO 13526, restricted data (RD/FRD) handling, and NARA Interagency Referral Center (IRC) operations.
- PMP Certification
- Agile Scrum Master or equivalent
Education
- Bachelor's degree in Information Technology, Management, or a related field (advanced degree or equivalent experience substitutions may apply per STARS III labor category education/experience equivalency provisions).
