Senior Recruiter – Federal Technology & Healthcare Programs
Position Overview
RHO is seeking an experienced Technical Recruiter with a proven track record supporting federal government technology and healthcare programs. The ideal candidate will have experience recruiting cleared and non-cleared IT professionals, supporting federal contract staffing requirements, and collaborating closely with business development, delivery, and operational teams to ensure successful contract performance.
The successful candidate will possess strong sourcing skills, federal staffing experience, and a thorough understanding of the full recruitment lifecycle, from sourcing and screening through onboarding and consultant engagement.
Key Responsibilities

  • Manage the full recruitment lifecycle from requisition intake through onboarding and consultant deployment.
  • Recruit, screen, interview, and qualify candidates for federal technology and healthcare programs.
  • Source candidates through LinkedIn Recruiter, JobDiva, referrals, networking, job boards, and industry events.
  • Support staffing requirements for agencies including VA, HHS, CMS, FDA, NIH, and other federal customers.
  • Recruit for positions including cybersecurity, cloud, infrastructure, networking, ServiceNow, project management, health IT, software development, and executive leadership roles.
  • Partner with business development and account teams to support capture efforts and proposal staffing.
  • Build and maintain pipelines of cleared and highly specialized technical professionals.
  • Coordinate candidate interviews, reference checks, offer negotiations, background screenings, onboarding activities, and start-date management.
  • Work closely with contracts, HR, payroll, and operations teams to ensure a seamless onboarding experience.
  • Maintain accurate candidate records and activity tracking within JobDiva and related recruiting systems.
  • Support operational staffing activities, workforce planning efforts, contract transitions, and surge hiring requirements.
  • Develop long-term relationships with consultants to improve retention and redeployment opportunities.
  • Participate in client meetings and staffing strategy discussions as needed.
Qualifications
  • 5+ years of technical recruiting experience within a federal government contracting environment.
  • Demonstrated experience managing the complete recruitment lifecycle, including sourcing, screening, interviewing, offer negotiation, onboarding, and consultant engagement.
  • Experience recruiting for IT, cybersecurity, cloud, networking, infrastructure, ServiceNow, and healthcare technology positions.
  • Strong knowledge of federal staffing processes and government contracting.
  • Experience working closely with recruiting leadership, delivery teams, contracts, HR, and operational stakeholders to support contract success.
  • Proficiency with LinkedIn Recruiter, JobDiva, Microsoft Office, and applicant tracking systems.
  • Excellent communication, relationship-building, and organizational skills.
Preferred Qualifications
  • Experience supporting VA, HHS, CMS, FDA, NIH, or civilian federal agencies.
  • Experience recruiting CCIEs, cybersecurity professionals, cloud architects, ServiceNow experts, and cleared personnel.
  • Existing network of federal technology professionals and consultants.
  • Understanding of proposal staffing, incumbent capture, and federal contract transitions.
