Senior Java Developer – CSMS (Child Support Management System)
Job Summary:
We are seeking an experienced Senior Java Developer to join the CSMS modernization team. You will design, develop, and maintain mission-critical microservices and applications that support child support case management operations. The role requires strong experience in microservices architecture — building, deploying, and maintaining loosely coupled, independently deployable services. Your work will span web application development, REST API services, batch processing, and system integrations within a cloud-native environment.
Key Responsibilities:
- Design, develop, and maintain microservices using Spring Boot, following domain-driven design and service decomposition best practices
- Build and deploy loosely coupled, independently deployable services with well-defined API contracts
- Develop scalable web applications, RESTful APIs, batch jobs, and integration services for the application platform
- Develop and optimize Spring Batch jobs for high-volume data processing, reporting, and scheduled workflows
- Implement data access layers using Hibernate/JPA against PostgreSQL databases
- Manage inter-service communication patterns including synchronous REST calls and asynchronous messaging
- Collaborate with architects and business analysts to translate requirements into technical solutions
- Participate in code reviews, enforce coding standards, and mentor junior developers
- Troubleshoot application issues and provide timely resolutions across distributed microservices
- Contribute to CI/CD pipeline improvements and deployment automation for microservices
- Write unit and integration tests to ensure code quality and reliability
- Work with cross-functional teams on system integration efforts including third-party and inter-agency data exchanges
Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.
Mandatory Qualifications:
- 7+ years of professional Java development experience
- Strong proficiency in Java 21 (records, sealed classes, pattern matching, virtual threads)
- Proven experience designing and building microservices architectures — service decomposition, API gateway patterns, service discovery, and distributed configuration
- Extensive experience with Spring Boot and the Spring ecosystem (Spring MVC, Spring Data, Spring Security, Spring Cloud)
- Hands-on experience with Spring Batch for large-scale batch processing
- Solid understanding of Hibernate/JPA for ORM and database interaction
- Experience with PostgreSQL or similar relational databases
- Proven track record of building and consuming RESTful APIs with proper versioning and contract-first design
- Experience with inter-service communication patterns (REST, messaging queues, event-driven)
- Experience deploying and operating microservices on AWS (EC2, ECS/EKS, RDS, S3, SQS, Lambda)
- Familiarity with CI/CD tools (Jenkins, GitHub Actions, or similar) for microservices deployment pipelines
- Strong understanding of software design patterns, SOLID principles, and clean code practices
- Experience with Git version control and collaborative development workflows
- Understanding of distributed system concerns: fault tolerance, circuit breakers, retries, and observability
Desirable Qualifications:
- Experience with government or public sector projects
- Hands-on experience with microservices patterns such as saga, CQRS, event sourcing, and API composition
- Familiarity with service mesh technologies
- Experience with containerization (Docker) and orchestration (Kubernetes/ECS) for microservices deployment
- Knowledge of message-driven architecture (SQS, SNS, Kafka) for asynchronous inter-service communication
- Knowledge of API gateway solutions (AWS API Gateway, Spring Cloud Gateway)
- Experience with centralized logging and distributed tracing across microservices (CloudWatch, Splunk, Datadog, Zipkin, OpenTelemetry)
- Knowledge of infrastructure-as-code (Terraform, CloudFormation)
- Understanding of OAuth2/OpenID Connect for securing microservices
- Knowledge of database-per-service patterns and database migration tools (Flyway, Liquibase etc)
