The Senior Instrumentation & Controls (I&C) Engineer position is an exciting opportunity to join PM Group's growing Philadelphia area team based out of Conshohocken. Our office delivers projects for Pharmaceutical, Biologics, and Cell & Gene Therapy manufacturing facilities, from feasibility through qualification, for local and international clients. This is a client-facing technical role for an experienced I&C engineer who can independently lead discipline activities on projects while remaining hands-on in design delivery. The Senior I&C Engineer will work within multidisciplinary teams to develop safe, reliable, compliant, and practical instrumentation and controls solutions for both existing facilities and new construction. The Senior I&C Engineer independently delivers complex I&C scope, leads discipline work on assigned projects, performs technical reviews, interfaces directly with clients and vendors, and mentors less-experienced engineers. This role provides project-level technical leadership without the broader people-management and business-unit responsibilities associated with a discipline director.
Project assignments will vary in size and complexity and may span feasibility studies, concept and basic design, detailed design, construction support, commissioning, and qualification. Periodic travel to client sites, vendor facilities, and other PM Group offices may be required.

- Lead and deliver I&C scope within multidisciplinary project teams from feasibility and conceptual design through detailed design, construction, commissioning, and qualification.
- Analyze complex engineering problems, evaluate alternatives, and develop practical, compliant, cost-effective solutions that meet applicable codes, standards, client requirements, and life sciences industry practices.
- Prepare, review, and approve I&C deliverables, including conceptual I/O counts and estimates, instrument indexes and I/O lists, instrument and control-valve selections and data sheets, control system philosophies and narratives, cause-and-effect matrices, loop and wiring drawings, cable documentation, panel layouts, and control-system architecture.
- Develop I&C scopes of work, User Requirement Specifications (URSs), equipment and technical specifications, design criteria, execution plans, and bid, approval, and construction documentation.
- Coordinate instrumentation requirements, process and packaged-equipment integration, control wiring, and network interfaces with automation, system integrators, vendors, contractors, and other engineering, CQV, validation, and project disciplines.
- Provide technical design support for PLC, DCS, SCADA, building and process control systems, control panels, safety interlocks, emergency shutdown systems, fire-alarm interfaces, and field installation requirements.
- Perform discipline checks and peer reviews; lead supplier evaluations, bid and vendor-package reviews, equipment submittal reviews, and resolution of technical and field issues.
- Participate in client meetings, design and risk reviews, constructability and value-improvement activities, site visits, and technical workshops, communicating independently with clients and project stakeholders.
- Support proposals, capital and level-of-effort estimates, schedules, resource planning, change control, and progress reporting while monitoring assigned scope, budget, quality, and project risks.
- Plan, witness, or support FAT, SAT, commissioning, functional testing, qualification, turnover, installation reviews, and punch-list closeout.
- Mentor junior and intermediate engineers and designers, provide technical guidance, and promote consistent discipline practices and deliverable quality.
- Travel to client sites, vendor facilities, project meetings, and other PM Group offices as required.

- Bachelor's degree in Chemical, Electrical or Electronic Engineering, or a related engineering discipline.
- 8+ Years of relevant I&C engineering design experience, preferably supporting pharmaceutical, biopharmaceutical, or other regulated manufacturing facilities.
- Demonstrated ability to independently lead and deliver complex I&C scope through multiple project phases, coordinate contributors, review technical work, and mentor developing engineers.
- Advanced experience with instrumentation design and the core I&C deliverables, including instrument and I/O lists, process instrumentation selection, specifications, data sheets, control philosophies and narratives, loop and wiring documentation, control-system architecture, network interfaces, and packaged-equipment integration.
- Working knowledge of applicable instrumentation and electrical codes, safety requirements, and industry practices; experience with hazardous areas, cleanrooms, GMP facilities, commissioning, and qualification is preferred.
- Experience coordinating with automation and system-integration teams and reviewing PLC, DCS, SCADA, building-management, or process-control documentation; proficiency with SmartPlant Instrumentation (SPI) or equivalent tools is preferred.
- Strong commercial, written, verbal, and collaborative skills, with the ability to manage scope, schedule, budget, resourcing, and change while presenting clear technical recommendations to clients and multidisciplinary, multi-office teams.
- Professional Engineer (PE) licensure is preferred but not required; willingness and ability to travel based on business and client needs is required.
