Senior Learning and Development Program Evaluation Analyst

Pay Range: $33.60hr - $38.60hr

Job Overview:

The candidate must possess a Bachelor's degree in Business, Finance, Accounting, Statistics or a related field, or an equivalent combination of education, training, and experience. The successful candidate must possess the demonstrated ability to perform moderately complex quantitative analysis with the ability to gather, document, analyze, and draw conclusions on data and information. This role requires five to seven years of experience in the field of analysis. The candidate is responsible for developing strategies that support business needs for efficient and effective use of best practices, identifying requirements, approach, solutions, costs, risks, and options to address business needs. Responsibilities include leading implementation activities of an initiative, application, or feature set, and managing project documentation including definition, requirements, conversion, testing, implementation, and training. The candidate must be able to prioritize initiatives by assessing business value for effort and develop options while collaborating with vendors to understand product direction and release strategy. The candidate will maintain a broad knowledge of current and emerging state-of-the-art computer and network systems technologies, architectures, and products.

Responsibilities:

In this role, the successful candidate will partner with Organizational Unit leaders, subject matter experts, and Human Resources to evaluate and enhance the effectiveness of enterprise-wide training programs.

The candidate will develop program evaluation strategies and measurement plans, define performance expectations and evaluation methodologies, and establish data collection and analysis processes.

Using data from multiple sources, the candidate will assess program outcomes, identify trends, and provide actionable recommendations that support current and future business priorities.

The candidate will also translate complex evaluation and operational performance data into clear, compelling insights that demonstrate program effectiveness and business impact.

• Lead measurement strategies that demonstrate learning program impact and alignment to business objectives.
• Partner with leaders, program owners, SMEs, HR, and stakeholders to develop training evaluation strategies and success measures.
• Define performance objectives, metrics, evaluation plans, and reporting requirements.
• Conduct job, task, stakeholder, and learning needs analyses to identify performance gaps and business needs.
• Evaluate training effectiveness through participant feedback, learning outcomes, behavior change, and business results.
• Design and maintain surveys, assessments, and other evaluation tools aligned to performance objectives and KPIs.
• Collect and analyze quantitative and qualitative data from surveys, interviews, focus groups, observations, and business metrics.
• Translate data into actionable insights and recommendations that drive decision-making and continuous improvement.
• Develop dashboards and reports that highlight program performance, opportunities, and business impact.
• Present findings and recommendations to stakeholders, department leaders, and senior management.
• Provide functional leadership and guidance to analysts responsible for data collection, analysis, reporting, and dashboard development.
• Establish and maintain evaluation standards, methodologies, and governance practices across learning programs.

Required Skills/Attributes:

• Experience in training and development.
• Experience developing and implementing evaluation methodologies such as questionnaires, focus groups, observations, and interviews.
• Experience developing questionnaires with survey tools such as Alchemer, SurveyMonkey, or Qualtrics.
• Experience using the Kirkpatrick model to evaluate the effectiveness of training.
• Experience analyzing large amounts of complex data.
• Experience creating reports and dashboards.
• Experience developing and delivering technical presentations to both technical and non-technical audiences.
• Ability to prioritize multiple duties and projects, take lead, and follow through on all assignments.
• Ability to work well under pressure, adjust to changing priorities, organize a heavy workload, take ownership, and follow through on all assignments.
• Ability to take initiative and accountability for the accuracy of information and for achieving results.

Education Requirement:

• Bachelor's or Master's Degree in Industrial & Organizational Psychology, Human Resources, or other related discipline.

Desired Skills/Attributes:

• Experience in developing company-wide measurement strategies.
• Experience creating dashboards using Power BI.
• Knowledge of SuccessFactors Learning (LMS).
