This position supervises and coordinates the safe management, processing, and disposal of household hazardous waste crews and materials for the Solid Waste Management Program (SWMP).

Under general supervision, responsibilities include:

  • Plans, coordinates, and supervises the work of crews engaged in the Household Hazardous Waste (HHW) function.
  • Oversees and performs all functions related to the collection, segregation, stabilization, packaging, labeling, storage, and disposal of hazardous waste collected.
  • Evaluates staff workloads and assigns personnel and equipment to designated tasks.
  • Engages in safe working practices and complies with Solid Waste safety programs and guidelines, as well as DPWES safety competencies.
  • Responds to questions and telephone calls from citizens and Fairfax County-based businesses.
  • Conducts all necessary analytical testing for waste characterization, performs the lab packing process, assists with recycling initiatives, and coordinates monthly hazardous waste pickups. Maintains active knowledge of RCRA, DOT, and OSHA HAZWOPER regulations.
  • Coordinates orders and maintains supplies with the program supervisor. Performs other related duties as required.

Note: Position is designated as Emergency Service Personnel. Employees in this position must fulfill emergency service duties and comply with Solid Waste and DPWES safety programs and guidelines. The appointees to these positions will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.

  • A $2,500 signing bonus is available to new county employees hired into positions requiring a CDL. Applicants must possess a valid CDL at time of application submission to be eligible.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, training, and experience equivalent to the following: high school diploma or GED issued by a state department of education, and four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid drivers license.

  • Commercial drivers license (CDL) Class "B".

  • Hazardous Materials Endorsement H or X & TSA Assessment within 12 months of hire.

  • DOT Medical Card

  • Forklift Safety Training Certificate within 3 months of hire.

  • First Aid within 6 months of hire.

  • CPR within 6 months of hire.

  • AED within 6 months of hire.

  • OSHA HAZWOPER 40-hour course within 6 months of hire.

  • EPA RCRA within 6 months of hire.

  • DOT Hazmat Ground Shipper Certificate within 6 months of hire.

  • Waste Management Facility Operators Lic. Class II (VA) within 18 months of hire.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, driving record check, and commercial drivers license screening to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Two years of supervisor experience in waste and hauling.
  • Two years or more supervising large teams of 25 or more.
  • Some experience in transfer station operations.
  • Two years or more working outside in various weather conditions.
  • Two years or more providing customer service.
  • Experience with snow removal equipment.

PHYSICAL REQUIREMENTS:

Ability to lift up to 25 lbs. without assistance and 25 to 50 pounds with or without assistance. Ability to meet minimum OSHA standards for respirator fit testing as required. Ability to operate light, medium and heavy equipment or vehicles. Ability to perform chemical segregation to make waste determinations including performing analytical testing methodologies. Ability to see, hear and be exposed to dangerous machinery and moving equipment and be able to tolerate and be exposed to continuous loud noises. Ability to effectively communicate in English both orally and in writing. Ability to walk, stand, climb, stoop, reach and work in positions for lengthy periods of time. Ability to work in adverse weather conditions and temperatures. Able to tolerate and be exposed to hazardous chemicals, odors, and infectious diseases. Manual strength and dexterity needed to handle equipment, machinery or materials. Visual acuity is required to read and operate electronic and field monitoring equipment. All duties performed with or without reasonable accommodations.
