Summary
Under basic supervision, the Senior Maintenance Worker for Environmental Programs performs skilled environmental field maintenance and cleanup work, including operating heavy vehicles, specialized equipment, and overseeing small work crews. This position supports illegal dumping abatement, encampment cleanup, tire recovery, and vacant property securement while ensuring compliance with environmental and safety standards. This journey-level classification performs complex technical duties, operates heavy equipment and may act as lead for small crews by assisting with training and documentation. This class is distinguished from the Lead Maintenance Worker by its limited administrative and supervisory responsibilities.
Essential Functions

Essential duties and responsibilities may include, but are not limited to the following:
- Safely operates grapple trucks, trash compactors, trailers, loaders, tractors, and other assigned equipment to collect and transport debris, tires, and refuse from illegal dump sites, encampments, or cleanup projects.
- Removes illegally dumped materials, discarded debris, bulky waste, and other environmental materials from public or private areas using proper PPE and safe handling procedures.
- Assists with, and may lead, cleanup and restoration efforts for homeless encampments, coordinating debris removal, site clearing, and hazard mitigation.
- Performs skilled tire collection and documentation, completing tire manifests, cost-recovery worksheets, daily activity logs, and other compliance-related records.
- Boards up and secures abandoned or vacant properties and performs basic welding, carpentry, painting, and access-point stabilization.
- Assists in reviewing service requests, prioritizing assignments, and scheduling work for junior staff or support crews.
- Provides field leadership to small work teams and ensures adherence to safety procedures and work quality standards.
- Estimates material, labor, and equipment needs for board-up, cleanup, and abatement activities.
- Coordinates or procures tools, equipment, and supplies required for assigned projects.
- Assists with field inspections to determine waste service status or assess dumping complaints.
- Supports warehouse operations by staging cleanup supplies, tracking inventory, distributing PPE, and maintaining tool readiness.
- Assists in organizing and supporting environmental projects such as City cleanup events, Adopt-a-Street participation, tire take-back programs, and community recycling efforts.
- Provides public support at outreach events by answering basic environmental program questions.
- Assists in staffing environmental information booths and providing program awareness during community events.
- Responds to after-hours environmental hazards, debris-related emergencies, or cleanup operations as required.
- Completes documentation related to equipment usage, material volumes, time records, and field activity reporting using computers, tablets, or mobile devices.
- Trains and supports entry-level personnel in equipment use, safety procedures, documentation, and environmental standards.
- Operates City vehicles and equipment responsibly and performs minor servicing and maintenance on assigned tools and machinery.
- Attends safety meetings, compliance training, and required certifications, and may occasionally lead safety meetings.
- Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
Education and Experience:
High school diploma or GED equivalent and three (3) years of general labor or general maintenance experience.
License(s)/Certifications:
- Must possess a valid California Class A or B Commercial Driver's License (CDL) with air brake endorsement at time of hire and maintain it throughout employment.
- Successful completion of HAZWOPER training from the San Bernardino County Fire Department (or equivalent) is required by the end of the twelve (12)-month probationary period and must be maintained throughout employment.
- Additional certifications related to hazardous materials handling, confined space awareness, tire-transport compliance, welding, or abatement equipment operation may be required or preferred depending on assignment.
- Must maintain required PPE, safety, and Cal/OSHA compliance training throughout employment.
Knowledge of:
- Methods, materials, and equipment used in debris abatement and site cleanup.
- Operation, servicing, and maintenance of trucks, loaders, and related vehicles.
- Hazardous material awareness and HAZWOPER safety protocols.
- Principles of field leadership and training for entry-level staff.
- Recordkeeping, manifests, and cost-recovery documentation.
- Applicable state and local environmental regulations.
Skill and Ability to:
- Operate and maintain heavy-duty cleanup and abatement equipment.
- Lead small work crews safely and efficiently.
- Identify site hazards and implement corrective safety actions.
- Train and guide less experienced personnel.
- Maintain accurate field logs, manifests, and compliance records.
- Communicate effectively with staff, supervisors, and property owners.

SALARY: Employees typically start at Step "1" of the salary range. Part-time employees do not receive benefits or merit increases and are hired at an hourly rate.
VACATION: Paid vacation is based on years of City of Victorville service: 80 hours for 0-5 years; 120 hours for 6-10 years; 160 hours for 11-15 years; 200 hours for 16+ years effective July 1, 2015.
SICK LEAVE: 96 hours of paid sick leave per year, including a sick leave pay back program upon resignation with five years of service.
HOLIDAYS: 13 Holidays per year plus one floating holiday for eligible full-time employees.
MEDICAL/DENTAL/VISION INSURANCE: Available for full-time employees and their eligible dependents, with a fringe subsidy.
DEFERRED COMPENSATION 457 PLAN: Available to interested employees.
LIFE INSURANCE: City-paid Life insurance coverage for full-time employees equivalent to one times annual salary, plus additional AD&D coverage. Supplemental life, accidental/death and dismemberment insurance available, paid for by the employee.
RETIREMENT: For employees hired on or after January 1, 2013, Public Employee's Retirement system contributions will be implemented according to Assembly Bill 340, Pension reform. Classic member's formula: 2.5% @55/ New member's formula: 2% @62. Effective July 1, 2015, employees pay CalPERS 8% employee contribution. The City does not participate in the Social Security program. Part-time employees are provided a supplemental retirement program under the deferred compensation program. The City is required to participate in the Medicare Program and contributes a matching 1.45% of salary.
SHORT-TERM DISABILITY: Employee-paid benefit provides 60% of salary after seven-day waiting period, up to a maximum $1,600 weekly benefit.
LONG-TERM DISABILITY: City-paid benefit provides 66-2/3% of salary after 90 days of disability for full-time employees, up to a maximum of $5,000 monthly.
EMPLOYEE ASSISTANCE PROGRAM: Provided for all full-time employees and their eligible dependents.
