About the Opportunity

The City of Ventura is seeking a customer service-oriented and detail-focused Senior Management Analyst to join our Community Development Department. This position performs advanced-level research, analytical, and administrative work in support of executive leadership.

Key responsibilities include:

  • Provides high-level administrative and analytical support to executive management by relieving them of complex administrative duties. Conducts special studies, operational analyses, and program evaluations; prepares detailed administrative reports; and compiles and analyzes statistical data.
  • Assists in the interpretation and implementation of departmental policies and procedures. Supports department leadership in addressing administrative challenges, improving operational processes, and implementing new programs. Develops evaluation criteria related to staffing needs, operational effectiveness, and budget requirements. Prepares procedural manuals and may lead special project teams or task forces.
  • Analyzes and monitors departmental budgets, expenditures, and revenues. Prepares purchase requisitions, reviews and approves accounts payable and expense reports, and processes budget transfers.
  • Collaborates with other departments, agencies, and stakeholders to coordinate program activities. May represent the department at meetings, conferences, and legislative hearings.
  • Supports and facilitates strategic planning initiatives across departmental programs and services.
  • Reviews proposed legislation and evaluates potential impacts on departmental operations and programs. Prepares written materials for publication, delivers presentations, and communicates information to internal and external stakeholders.
  • May supervise, train, and evaluate professional, technical, clerical, and administrative staff. May also assist with grant writing and administration.
  • Performs other related duties as assigned.

Minimum Qualifications - Required

A combination of education and experience equivalent to three years of progressively responsible experience in performing a variety of professional level administrative support activities preferably in a public agency in addition to a Bachelor's degree in a closely related field.

Licenses: Depending on assignment, possession of a valid California Class C driver license may be required.

The Community Development Department is responsible for guiding the City's growth in a way that is safe, sustainable, and responsive to community needs. The department oversees planning and zoning, permit services, building and safety, code enforcement, housing, and redevelopment activities. Through these functions, Community Development ensures that new development and improvements to existing properties comply with City policies, zoning regulations, and building and safety standards.

Working collaboratively across divisions and with City leadership, commissions, and the public, the department supports economic vitality, protects neighborhood quality, advances affordable housing initiatives, and promotes long-term planning goals. Community Development plays a key role in shaping the built environment while balancing regulatory requirements, public safety, and community values.
