THE DEPARTMENT

The Human Resources Department serves as a dedicated partner in building a high-quality, people-centered organization for the City of Menifee. Guided by a mission to deliver policy-compliant, professional, and responsive services, the department works to attract, develop, empower, and retain a diverse and highly qualified workforce. HR supports all city operations through fast and friendly customer service, comprehensive recruitment and selection processes, robust employee training and development programs, and the administration of essential employee benefits. The department also oversees Risk Management, fostering a culture of safety that protects city personnel, property, and resources, as well as Emergency Management, which coordinates preparedness, training, and response efforts to ensure the City is ready to act in times of crisis. THE OPPORTUNITY

The Senior Management Analyst assigned to the Risk Management Division offers a pivotal role for a seasoned professional ready to lead complex, high-impact programs that safeguard employees, protect City resources, and strengthen organizational resilience. In this assignment, you will function as the City's lead expert in enterprise risk management, overseeing workers' compensation, general liability, occupational safety, insurance administration, and return-to-work initiatives. This role provides significant autonomy and responsibility, allowing you to shape policies, analyze liability trends, develop mitigation strategies, and guide departments in improving safety and compliance. With broad exposure to executive leadership, cross-department collaboration, and the authority to influence citywide risk practices, this opportunity is ideal for an analytical, forward-thinking professional seeking to make a meaningful difference in operational safety, regulatory compliance, and long-term liability reduction.

The Senior Management Analyst will be responsible for, but not limited to, the following:

  • Lead Risk Management Programs - Direct and coordinate the City's enterprise risk management functions, including general liability, workers' compensation, occupational safety, insurance administration, loss prevention, and return-to-work programs.

  • Conduct Complex Risk Analysis - Perform advanced analytical work to evaluate liability exposure, claims trends, program effectiveness, and operational risks; develop data-driven recommendations to reduce losses and improve safety.

  • Administer Insurance Programs - Review, negotiate, and manage insurance provisions and coverage requirements; maintain certificates of insurance and ensure appropriate risk transfer and compliance with City standards.

  • Manage Safety and Compliance Programs - Oversee OSHA compliance, conduct safety inspections, respond to hazard complaints, deliver safety training, and update regulatory programs and policies.

  • Oversee Injury & Illness Prevention Program - Maintain and implement the City's IIPP; investigate workplace incidents, identify hazards, and recommend corrective actions to prevent recurrence.

  • Coordinate Workers' Compensation Administration - Manage claims handled by the third-party administrator; ensure contract compliance, gather documentation, and support employees and departments throughout the claims process.

  • Conduct Departmental Risk Assessments - Partner with departments to identify operational risks, evaluate exposure levels, and implement mitigation strategies that improve safety and reduce liability.

  • Provide Expert Consultation - Advise City leadership, departments, and external partners on risk management issues, claims mitigation strategies, and regulatory requirements.

  • Monitor Third-Party Administrator Performance - Evaluate service delivery, ensure adherence to expectations, and recommend improvements to strengthen claims handling and risk reduction outcomes.

  • Prepare High-Level Reports & Presentations - Develop clear, comprehensive reports, trend analyses, and recommendations for executive leadership and stakeholders.

  • Lead Staff and Division Operations - Provide direction to assigned professional, technical, and administrative staff; oversee daily operations of the Risk Management Division.

  • Coordinate Interdepartmental & External Activities - Serve as liaison with departments, agencies, insurers, and third-party administrators to ensure alignment with City risk management objectives.

  • Perform Related Duties - Carry out additional responsibilities as assigned to support organizational risk reduction and safety initiatives.

MINIMUM AND DESIRABLE QUALIFICATIONS

The ideal candidate will possess a bachelor's degree from an accredited college or university, with major coursework in business administration, public administration, human resources, occupational safety, risk management, or a closely related field.

AND

Four (4) or more years of progressively responsible professional experience in risk management, workers' compensation administration, occupational safety, liability claims administration, or closely related analytical functions, including at least one (1) year in a lead or supervisory capacity.

Licenses and Certifications:

  • Possession of, or ability to obtain, an appropriate California driver's license.
  • Must complete the FEMA ICS 100 and 200 and IS 700 and 800 courses required by the Department of Homeland Security within three (3) months of hire.

RECRUITMENT PROCESS

Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Physical Demands

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing and walking between work areas is required. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.
