In this role, the Senior Management Consultant will develop and execute IT acquisition strategies that will enable client organizations to accomplish mission needs through the acquisition of IT Business Systems and Infrastructure.

Responsibilities:
Strategy and Execution:
- Develop and execute IT acquisition strategies that will enable client organizations to accomplish mission needs through the acquisition of IT Business Systems and Infrastructure that will provide external partners unencumbered opportunities to solve strategic challenges with creative solutions.
- Deploy performance-based acquisition techniques and concepts, including the appropriate use of Statements of Objectives (SOOs) and Performance Work Statements (PWSs).
- Review the portfolio of contracts, assess GWACS and other contract vehicles, and provide strategic business advice to maximize the Agency’s access to vendors at the time they are needed.
- Provide full life-cycle acquisition support including tracking contract expirations and preparation of milestones for recompetes.
- Assist in all aspects of pre-award, source selection, and post-award acquisition processes and activities to include market research, Independent Government Cost Estimates, scope documents, evaluation criteria, Service Level Agreements, Request for Quotations, and Technical Evaluation Committees.
- Work with technical teams to develop statements of work (SOWs).
- Provide proactive business advice on requirements documentation based on analysis of requirements and performance-based approaches to find the best solution to satisfy mission requirements.
- Support preparation of Independent Government Cost Estimates (IGCEs).
- Minimize Procurement Action Lead Times (PALTs) and procurement risks, including protest risk.
- Develop and maintain acquisition schedules from pre-award through contract award and transition.
- Facilitate Technical Evaluation Teams (TETs) and Price Evaluation Teams (PETs), participate in the evaluation of vendor proposals, assist in the preparation of Technical Evaluation Memorandums, Price Evaluation Memorandums, and Best Value determinations.
Contract Execution and Performance Management:
- Facilitate contract kick-off and transition meetings between vendors and clients.
- Ensure compliance with contract terms and conditions.
- Assist in the identification and resolution of contract or task order issues involving scope and compliance.
- Support Contracting Officer Representatives (CORs) with contract execution compliance activities such as periodic audit and deliverables evaluation, status of funds/burn rates, and analysis of advance liquidations.
- Facilitate contract performance management including managing the execution of the Quality Assurance and Surveillance Plan (QASP).
Qualifications:
- Active or must be able to obtain a Public Trust level clearance
- 5-7 years of experience in Federal Information Technology (IT) Acquisitions
- Bachelor’s degree
Preferred Qualifications:
- Master’s Degree preferred
- Successfully pass background and drug screening
