    The Fiscal Services Division is responsible for developing, planning and monitoring the SCA’s operating budget, creating and monitoring project budgets for all projects, preparation of year-end financial reports and management of banking relationships as well as processing all payments.  Fiscal Services also provides financial reports to OMB which are used to support City bond sales and submits project data to the State Education Department that allows NYC to receive building aid funding.

    Job Description Summary

    The Senior Management Specialist is responsible for conducting and
    coordinating management, operational, and financial analyses.

    Job Description

    Responsibilities include:

    General Responsibilities:

    • Prepare formal analytical reports for Senior Management.
    • Participate in recommending to Senior Management changes to and/or new policies and procedures affecting all aspects of departmental operations, including conducting research and gaining consensus.
    • Assist Senior Management with the implementation of recommendations.
    • Develop methodologies and analytical models to study and assess issues from a systems perspective.
    • Coordinate departmental and/or Authority-wide special projects.
    • Conduct research regarding departmental policies and procedures.
    • Assist with ensuring the accuracy and appropriateness of the Authority Manual of Policies and Procedures.
    • Perform specific duties based on assignment to a department, division, or unit within the SCA.
    • Performs related duties, as assigned.

    Core Responsibilities:

    • Understands and experienced in basic usage in Primavera P6 scheduling software.
    • Has experience in Life Cycle project scheduling, specifically construction projects.
    • Serve as the designated person responsible for updating project schedules in Primavera scheduling software.
    • Meets weekly with Architect & Engineering department to review and obtain revisions to schedules for input.
    • Assigns projects to specific schedule templates based on the type of projects and dates required.
    • Can create, maintain and revise project schedule templates as necessary.
    • Can create, maintain and revise Excel spreadsheets as necessary.

    Minimum Qualifications

    • Ability to understand and be understood in English; and
    • Baccalaureate degree from an accredited college or university; and
    • Three (3) years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or
    • A satisfactory combination of education (High School Diploma / GED at the minimum) and experience.

    Civil Service Classification: Competitive

    Salary Range: $79,942 - $125,000

    Work Experience

    Three years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.
