Role Overview:

Responsible for leading complex compliance oversight for the IEDC's primary incentive programs-including training grants and tax credits-by independently analyzing employment, payroll, grant payment, and tax credit data, and driving resolution of sensitive compliance matters requiring seasoned judgment. Oversees high‑risk investigations, provides authoritative guidance on State law requirements, and leads the annual review of required reports during the IEDC's tax certification season. Serves as a strategic partner to internal and external stakeholders, ensuring compliance operations continuously meet evolving program needs.

Salary:

The salary range for this position is $63,787 - $80,011, commensurate with education and work experience.

A Day in the Life:

  • Independently lead a diverse and high-volume portfolio of complex compliance matters, ensuring timely and accurate resolution with minimal oversight.
  • Exercise advanced judgement to proactively identify situations requiring contractual enforcement, amendment, or escalated action (e.g. large-scale layoffs, closures, reorganizations, etc.).
  • Direct and oversee high-complexity investigations, synthesizing multifaceted information and producing authoritative reports and recommendations for leadership and legal counsel.
  • Draft notice letters and formal communications related to sensitive or high-impact compliance concerns.
  • Ensure data integrity across CRM and other enterprise systems.
  • Maintain well-organized, audit-ready incentive program files; build or refine documentation standards to strengthen enterprise consistency.
  • Serve as senior liaison with the Department of Revenue and other agencies on complex compliance and data-sharing matters.
  • Partner strategically with Account Management, Legal, Audit, and external stakeholders to resolve compliance cases.
  • Lead internal and external compliance reporting cycles; oversee production of data supporting the Account Management Team's contribution to the IEDC Annual Report.
  • Provide leadership, coaching, and structured training to the Account Management Team and Compliance staff building capacity to proactively identify compliance risk.
  • Refer appropriate matters to Audit.
  • Lead multi-layer quality review of annual reports during tax certification, enforcing standards for accuracy and consistency.
  • Manage compliance personnel, assignments, performance, and workflow when supervising staff.
  • Perform other duties as assigned.

What Youll Need for Success:

Education:

  • Bachelor's Degree, business/accounting/finance preferred; advanced degree strongly preferred.
  • Relevant professional credentials (CPA, CFE, CGMA, etc.) a plus.

Experience:

  • 5-7 years' experience in compliance, audit, account management, incentive administration, or related field; proven management success preferred.
  • Demonstrated success leading complex investigations and resolving high-risk matters.
  • Strong record of excellent customer service, stakeholder management, and independent decision making.
  • Proficient with Microsoft Office Suite (Outlook, Word, PowerPoint, Excel), CRM systems, and SharePoint; advanced Excel strongly preferred.

  • Strategic judgment: Identify emerging compliance risks and patterns and propose preventative improvements to policy, systems, and practices.
  • Develop and assess multiple solutions for compliance problems; recommend actions that align with statutory requirements and IEDC strategic goals.
  • Lead cross-functional resolution efforts for matters involving complicated financial transactions or incentive program structures.
  • Provide thought leadership on policy interpretation, program compliance risks, and enterprise process improvements.
  • Mentor and elevate team capabilities; design and deliver training modules for compliance staff and cross-functional partners.
  • Build and maintain strong partnerships with internal teams, external stakeholders, legal counsel, and agency partners; navigate competing interests with professionalism and diplomacy.
  • Oral expression: Communicate complex concepts clearly to senior leadership, legal teams, companies, and state agencies.
  • Written communication: Produce high-caliber reports, recommendations, and compliance notices.
  • Advanced analytical skills, including interpreting financial data, incentive contracts, payroll reports, and tax implications.
  • Conduct and lead the review of annual reports during the tax certification season, identify errors, provide constructive feedback, and ensure enterprise consistency.
  • Maintain rigorous documentation, confidentiality, and enterprise awareness of policy and statutory obligations.
  • Coordinate and prioritize competing deadlines in a fast-paced environment while maintaining exceptionally high standards.
  • Contribute to development, enhancement, and periodic revision of compliance policy and templates; ensure consistency with evolving State law and internal procedures.
  • Apply enterprise perspective to resolve matters by understanding and navigating interests of State agencies, localities, businesses, consultants, and IEDC leadership.
