Senior Manager Electric Energy Procurement

The Senior Manager -Energy Procurement is responsible for setting strategy and developing, monitoring, and communicating Company positions on and responses to regulatory, legislative, and public policy issues at both the state and federal level; primarily, in the areas of retail and wholesale markets, rates, and environment (clean & renewable energy), and related programs. The position requires expertise in Company regulatory policies, procedures and rate tariffs, as well as strong analytical, and written and oral communication skills. The Senior Manager-Energy Procurement represents Rhode Island Energy before regulatory agencies and their staff and facilitates communication between Company personnel and regulatory agencies.  This role is responsible for the development and execution of energy procurement programs that adhere to all applicable state, ISO, and federal rules.

Essential Functions:  

• Primary Responsibilities:
• Develops strategies, both proactive and reactive, to influence the outcome of regulatory, legislative, and public policy initiatives and proceedings.
• Leads a team that monitors, analyzes and communicates regulatory developments, including specific business activities, initiatives and public policy trends, to identify potential threats and opportunities to Rhode Island Energy’s customers and shareowners and advises senior leadership on strategies to mitigate risks.  Oversees the development and implementation of policy and actionable programs in anticipation of regulatory and legislative requirements.
• Oversees the RIE long-term clean energy programs, wholesale programs, and Renewable Energy Credit (REC) programs, and other ad hoc electric energy procurement opportunities. Manage energy plans development and execution for RIE’s generation service supply (last resort service), including conducting wholesale energy and REC auctions, RFP development and implementation, supplier management and communications.
• Oversee energy market analysis, focusing on the impact and opportunities surrounding various procurement strategies, forecasting the state of wholesale market prices, and forecasting and completing sensitivities of prospective energy auction results.  This includes providing guidance and recommendations to senior leadership and communicating direction upward and downward within the organization as well as to external stakeholders.
• Leads the development of communications, reports, white papers, presentations, and other communications to internal and external audiences, at all levels, to explain and influence regulatory and public policy developments, their implications, and recommend courses of action.
• Provides expert testimony and leads responses to information and data requests in the context of formal regulatory proceedings. Serves as the liaison between Rhode Island Energy and external agencies and trade groups (such as RI DPUC, RI OER, PJM, ISO-NE, EEI, EIA, and FERC and others) and their staff and other key stakeholders on technical and policy or strategic issues.
• Represents the Company in discussions and meetings with regulators and regulatory staff, industry associations, and other stakeholders regarding the business implications of regulatory and public policy developments.
• Leads the responses to inquiries received from regulators, their staff and other key constituents.
• Ensures compliance with state and federal regulations including documentation, reporting requirements, state transfer of RECs, and any other applicable obligations.
• Attends hearings to monitor any and all issues relating to Rhode Island Energy electric energy procurement and provides information and testimony as appropriate.
• Guides the development of team members and provides guidance on regulatory, legislative, and public policy matters.

Required Education:

• Bachelor's degree in business, economics, finance, engineering, political science or related field.

Required Experience:

• 10+ years experience in energy procurement, regulatory, utility client/customer relations, or contract management.
• 5+ years in supervision or project management positions.
• Demonstrated knowledge and experience with regulated energy procurement, including state and federal regulatory functions and processes.
• Working knowledge of the ISO-NE or similar ISO market experience.
• Demonstrated ability to analyze complex financial, regulatory, and/or business situations and initiatives.
• Demonstrated ability to present issues, insights, results, and recommendations to key stakeholders.
• Experience leading regulatory functions, including both internal individuals and external regulatory consultants and directing non-regulatory teams through regulatory proceedings.
• Demonstrated strong oral and written communication skills necessary for the constructive exchange of routine and non-routine information, including the use of tact and persuasion as appropriate.
• Demonstrated planning and organizational skills attuned to anticipating the needs of internal and external audiences.

Preferred Qualifications:

• Advanced degree.
• Ability to maintain strong and constructive relationships with regulatory Commission staff and other parties in the execution of regulatory strategy, policy, compliance, and procurement activities.
• Demonstrated ability to apply expertise in solving new and complex problems and developing innovative solutions. Effective decision-making skills.
• Experience drafting and implementing utility-scale RFPs and managing and maintain supplier relationships.
