The Senior Manager of Facilities Sourcing is responsible for leading sourcing operations across the Facilities Planning, Design and Construction and Facilities Operations departments, including vendor management, bidding, contracting, compliance, and supplier diversity. This role oversees a team of sourcing specialists and the FF&E team, ensuring that sourcing strategies align with institutional goals, project timelines, and regulatory requirements. The Senior Manager plays a critical role in optimizing procurement processes, maintaining transparency, and supporting capital project delivery.

Responsibilities:
  • Lead sourcing strategy and operations for capital projects, renovations, and FF&E, ensuring alignment with institutional policies and project goals.
  • Manage vendor relationships, including prequalification, performance evaluation, and issue resolution.
  • Oversee the bidding process, including the development and issuance of RFPs, RFQs, and bid evaluations.
  • Negotiate and manage contracts, ensuring clarity of scope, deliverables, and compliance with legal and financial standards.
  • Ensure contract compliance through regular audits, documentation reviews, and coordination with legal and finance teams.
  • Promote supplier diversity by identifying and engaging with minority -, women-, and veteran-owned businesses.
  • Collaborate with project managers and design teams to align procurement timelines with project schedules and milestones.
  • Develop and implement sourcing policies and procedures that support transparency, efficiency, and risk
    mitigation.
  • Supervise and mentor sourcing specialists and FF&E staff, fostering professional development and operational excellence.
  • Monitor procurement performance metrics and provide regular reporting to leadership on cost savings, compliance, and vendor performance.
Qualifications:

EDUCATION

  • Bachelors degree in Business Administration, Supply Chain Management, Construction Management, or a related field required. Master's degree or professional certification (e.g., CPSM, CPPB, PMP) preferred.

EXPERIENCE:

  • Minimum of 8-10 years of progressive experience in procurement, with at least 3-5 years in a leadership role.
  • Experience in construction procurement, capital project delivery, and FF&E coordination strongly preferred.
  • Demonstrated success in contract negotiation, vendor management, and supplier diversity initiatives.

SPECIAL SKILLS:

  • Sourcing Expertise: Deep understanding of public and private sector procurement practices, especially in construction and FF&E.
  • Contract Management: Skilled in negotiating, drafting, and managing complex contracts.
  • Regulatory Knowledge: Familiarity with procurement laws, supplier diversity programs, and institutional compliance standards.
  • Leadership & Team Development: Ability to lead, mentor, and grow a high-performing procurement team.
  • Analytical Thinking: Strong skills in data analysis, cost evaluation, and performance reporting.
Additional Information:
  • Moderate physical effort: intermittent standing, walking, and reaching is required without assistance.
  • Close computer work with intense concentration more than half of the day. Ability to discern color, ability to hear conversations and telephone communications clearly. The physical working environment will be a well -lit and ventilated office space with a work area and access to plotters, scanners, and printers.
  • Part time working environment will require visits to construction and renovation sites. Applicant must be able to navigate sites under construction including stairs and
    ladders unassisted.
