Role Description:

The Senior Manager, Inspection & Maintenance - Sewer Operations plans, directs, and manages the operation and maintenance of all sanitary, storm and combined sewer systems and associated programs. Directs and deploys branch personnel and resources required to maintain and enhance sewer inspection and maintenance system programs and respond to customer complaints and sewer emergencies.

Essential Duties & Responsibilities:

• Plans, directs, and monitors on-going programs, projects and work activities associated with the inspection and maintenance of sewer collection systems.
• Provides clarifications and interpretations to drawings and specifications, and recommends changes in design, specifications, and schedules to accommodate unforeseen conditions, policy changes, and other requested or necessary changes in scope.
• Responsible for coordinating the activities and services of the Inspection and Maintenance Branch with other units of the Authority.
• Provides engineering and technical input and direction to planning, design, construction management of sewer system improvement projects and program administration for inclusion in the overall capital Improvement Program (CIP).
• Directs the sewer collection system infrastructure inspection and maintenance program. Evaluates program objectives, develops operational plans, and identifies personnel and other resource requirements.
• Directs a comprehensive inspection and maintenance program for sanitary, storm, and combined sewer systems. Participates in engineering design development and implementation of plan and recommends changes for Authority technical standards and requirements.
• Provides clarifications and interpretations to drawings and specifications, and recommends changes in design, specifications, and schedules to accommodate unforeseen conditions and policy changes.
• Provides directions to contractors engaged in sewer system inspection and maintenance work.
• Develops inspection program plans and oversees the inspection of work done by the Branch.
• Provides continued evaluation of the characteristics of major inspection and/or maintenance emergencies associated with storm and sanitary sewer lines.
• Prioritizes and schedules emergency work to ensure timely and responsive services to customers.
• Directs the workflow and service/ work order processes. Establishes the appropriate links with the investigation and maintenance of sewer services programs required to effectively address sewer emergencies and customer requests.
• Establishes and maintains effective work performance measures, operations and maintenance requirements, emergency responses and monitors work progress and reviews work plans and specifications for completeness and technical accuracy.
• Manages and monitors the purchasing and issuance of parts, tools and equipment and ensures availability and accountability for usage.
• Develop response plans to address workload requirements - reduction in work order backlogs and improvements in program efficiency.
• Represents the Department on claims and other investigation and maintenance related issues at public hearings, civic meetings and before professional groups and government agencies.
• Performs other related duties and projects assigned at the discretion of the Director, Sewer Operations.

Supervisory Responsibilities: Provides daily planning and administration, through subordinate Supervisors/Foremen, in the selection, supervision, promotion, discipline, and training of personnel related to the functional area.

Key Working Relationships: Interacts with officials throughout the Authority, other govrnment agencies, the private sector, and the general public.

Required Experience:

Ten (10) years of progressive experience in Program Management, inclusive of five (5) years of experience as a supervisor;

Or equivalent combination of education and experience.

Minimum Education Requirements:Bachelor''s Degree in Civil Engineering or related field from an accredited college or university.Required Skills: Knowledge of concepts, principles, and practices of civil engineering.Strong analytical planning and organization skills.Excellent human relations and communication skills.Excellent leadership and management skills, including the effective delegation of authority.Required Licenses & Certifications: N/APhysical Requirements: Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperaturesSubject to noise, vibration, and to hazards from a variety of physical conditions.Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dusts, mists, gases or poor ventilation, or to exposure to oils or other cutting fluids.
