The Senior Manager, Legal Services & Records Management has either primary or support responsibility in multiple functional areas that address compliance with ATP's legal and regulatory requirements. The position reports to the SVP, Legal Services & General Counsel but works regularly with other parts of ATP's administrative staff as well. The position regularly executes complex tasks requiring a high level of cognitive processing, collaborative interpersonal work habits, and the ability to exercise independent judgment in a fast-paced and dynamic work setting.
Essential Duties and Responsibilities
The essential duties and primary responsibilities below are intended to describe the general requirements of this job and are not intended to be an exhaustive statement of duties. Other duties may be assigned.
- Primary responsibility for ATP's compliance with the Texas Public Information Act (TPIA), including administration and maintenance of ATP's software system for TPIA management; communications with information requestors, ATP records custodians, and the Texas Attorney General's Office; securing determinizations on potential exceptions to disclosure of records; and preparing and producing records as required under the TPIA
- Primary responsibility for ATP's records management program, including policy development, organization, upkeep, and retention of ATP's legal and business records, Board of Directors records, and other records as determined by the General Counsel
- Support responsibility as requested by the EVP, Communications & Board Relations for administrative tasks and backup work to support meetings and other activities of ATP's Board of Directors, which may include processing of Board agenda materials, post-meeting follow up activities, communications with ATP staff and Board members, administration of ATP's Board meeting software system (currently eScribe), and similar tasks
- Support responsibility for administrative tasks in the Legal Services Department as directed by the General Counsel, which may include preparation of documents, approval of invoices, research, budget planning, procurement activities, and special projects
- Support responsibility under the direction of the General Counsel for training of ATP employees on compliance and process requirements in the areas of primary responsibility
Minimum Qualifications
- Bachelor's or advanced degree in public administration, paralegal studies, business administration, or a related field
- Seven years of experience with paralegal or related responsibilities in a legal, administrative, or executive environment
- Three years of supervisory or project management experience
- OR An equivalent combination of education, experience, knowledge, skills, abilities, and other characteristics consistent with the required qualifications
Preferred Qualifications
- Paralegal certification
- Direct experience in compliance with the TPIA and/or the Texas Open Meetings Act
- Familiarity with business systems used in this position (Granicus GovQA, eScribe, Microsoft Office, Oracle)
Knowledge, Skills, and Abilities
- Knowledge of records management systems (creation, storage, access, and disposition)
- Proficiency in electronic document management systems databases, and data security protocols
- Knowledge of legal compliance standards applicable to an entity such as ATP
- Skill and experience in conducting legal research
- High-quality written and oral communication skills
- Ability to maintain multiple tasks and processes simultaneously in a fast-paced, deadline-oriented office environment
- Must be proficient in using business and communications software, preferably Microsoft Office 365 which inlcudes Word, Excel, PowerPoint, Outlook, and Teams

Work Environment and Physical Demands
Work is generally performed in an office environment, but occasionally requires attendance at public meetings, stakeholder meetings, and/or job sites. ATP promotes a safe and healthy work environment and provides appropriate safety and equipment training for all employees as required.
