Job Description
This role serves as the Senior Manager for Project Material, providing strategic direction and leadership to a team of approximately ten employees responsible for managing material, Contractor Acquired Property, and Government Property in Fluor’s possession throughout the lifecycle of awarded government contracts.
Key Responsibilities
+ Develop and update project policies and procedures to ensure compliance with FAR 52.245‑1 for both existing and newly awarded government contracts.
+ Lead the implementation, oversight, and continuous monitoring of the Material Management Work Process across project sites and within the property system.
+ Plan, organize, and direct all activities of the Material Management, Government Property team, including guidance, training and development for both home‑office and field personnel.
+ Promote and support the use of Material Management knowledge‑sharing portals and communities to enhance organizational effectiveness.
+ Ensures property lifecycle controls, accountability, safeguarding, risk mitigation, audit readiness, system stewardship, and contractual and project‑specific procedures compliance across programs.
+ Establish clear accountability across acquisition, receipt, tracking, storage, utilization, movement, reporting, and disposition of Government Furnished Property/Contractor Acquired Property.
+ Material oversight of acquisition through disposition, including documented control, records accuracy, and chain‑of‑custody.
+ Serve as the property system owner for approved Government Property systems (e.g., MatMan, Maximo), ensuring data accuracy, system compliance, and integration with Material Management and accounting systems.
+ Foster and maintain strong client relationships related to Government Property through consistent, high‑quality service delivery.
+ Oversee and support property audits to ensure full compliance with prime contract requirements, FAR, and DFAR.
+ Provide proposal support related to Government Property.
+ Perform additional duties as assigned.
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
+ Must be able to provide proof of U.S. Citizenship
+ Participates in incident investigations, reporting, corrective actions, and preventive controls.
+ Conduct risk assessments and lead internal surveillance reviews to ensure system compliance and audit readiness.
+ Ensure Government Property requirements are integrated into contracts, subcontracts, and change management processes
+ Experience with Government Furnished Property (GFP) or Government Property
+ Experience with Management of remote teams
+ Develop and maintain Government Property metrics, reports, and audit‑ready documentation for internal and external stakeholders.
+ Proactively manage change
+ Act Responsively and in a timely manner

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $119,500.00 - $222,500.00
