Senior Manager of Procurement
Position Summary
The Senior Manager of Procurement will play a key role in supporting schools by overseeing how the District purchases what it needs to serve students. The Senior Manager of Procurement will work closely with the School Business Administrator and Assistant School Business Administrator.

Major responsibilities of the role include, but are not limited to:
Purchasing work stream
Manage implementation of purchasing procedures, ensuring compliance with all relevant laws, regulations and policies
Stay informed of any changes to relevant laws, regulations and policies and recommend policy and process changes as needed
Support SBA in improving and communicating purchasing processes and procedures
Establish and maintain procedures for custody and control of assets and records, including public advertisements and contracts
Support SBA in developing strategies for managing contracts
General responsibilities:
Supervise and evaluate Purchasing team
Manage staff to ensure efficient delivery of services
Manage and prioritize multiple simultaneous projects and tasks to meet the goals of the Division of School Finance and Analytics and the District
Prepare reports as needed/requested
Be the final requisition approver before the School Business Administrator
Establish and maintain relationships with individual and business partners
Establish RFP and Bids based upon District needs.
Maintain the necessary documentation for bid scoring and auditing processes.
Implement changes in procedures in accordance with local, state, and federal guidelines
Maintain an up to date Purchasing Manual in conjunction with changes in Federal and State law.
Assist with training staff on the Purchasing Manual and on proper purchasing methods when necessary.
Collaborate with and support internal stakeholders on purchasing processes and procedures
Collaborate with colleagues in the Business Office to prepare for local, state, and federal reviews and audits
Supports projects and initiatives in other divisions and departments throughout CCSD on an as-needed basis
Performs other duties as assigned by the Manager - Division of School Finance or the School Business Administrator

Terms of Employment
Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable agreements.
Evaluation
Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership procedures.
Reports To: School Business Administrator or designee
Supervises: Procurement Specialist(s)
Work Year: Twelve (12) Months
Classification: Unaffiliated/Confidential
Minimum Starting Salary: $105,000.00
Maximum Starting Salary: $130,000.00
Residency Requirement
Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011 are exempt from this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
